A very strong NO to any amendment to RTI Act
Several problems • Uneven fee structures • Inadequate and uneven implementation of section 4 • Functioning of First Appellate Authorities • Secret and non-participatory process of appointment of Information Commissioners • Functioning of Information Commissions • Etc etc etc
Not possible to discuss all problems in five minutes or even in one day
Lack of any platform for continuous engagement between RTI activists & Government • Always seen as opposing each other whereas goals are the same
National RTI Council • 70% activists, 15% government officials, 15% Information Commissioners • Meet every two months • DOPT Minister to chair so that decisions could be implemented • Discuss all issues related to RTI implementation • As first step, Council should draft model RTI Rules for functioning of Information Commissions, PIOs and FAAs – after extensive consultations
Victimization of RTI applicants • Set up a national helpline • Forward all cases to respective states • Keep a track and follow them up
