Technical Review • All applications should be sent directly to the Office of Grants Management (OGM), Room 332, unless otherwise stated to a different room. • Reviewer checks for TAPS Number, appropriate signature on the DOE 100A or DOE 100B, items specified in the “Conditions for Acceptance” Section of the RFA/RFP.
Technical Review • The TAPS Code identifies, i.e. 11C003: • Year of the application • Unit in the Office of Grants Management that manages that program • Specific program for which the application has been submitted • Failure to identify the TAPS Code or use the incorrect TAPS Code could delay processing the application, or the application being misdirected.
Technical Review-DOE 100A or DOE 100B • Must be original signature of the Agency Head • Other than agency head, must include letter of authorization • Recommend signature is made in blue ink • Private entities have additional submission requirements • Thedue date refers to the date of receipt in Grants Management.
Budget Review • Carefully follow the instructions on page two of the DOE 101 Budget Narrative Form. • Budget should reflect the expenditures anticipated to support the activities/program described in the program narrative. Should be sufficiently detailed to understand purpose of expense to the project objectives and how amount is calculated. • Salaries and benefits reported on different lines.
Budget Review • Column 3 should include: • Account title of the object code and • A narrative description identifying the specific item; and • How it will benefit the program described in the program narrative.
Budget Review • Column 4 must be used to list the FTE for: • Every salaried position • Every Other Personal Service (OPS) The instructions for the DOE 101 include how to calculate the FTE.
Budget Review • Column 5 is used to record the amount anticipated for each budgeted line item. • If the narrative description includes amounts, their total should equal the amount reflected in this column. • The total must be the same amount as requested on the DOE 100A or DOE 100B
Indirect Cost • Districts • State Universities and colleges • Non public agencies, not for profits • For some projects – proviso language in the appropriations act may expressly prohibit indirect cost
Class C Travel • Class C travel is short or day trips in which the traveler is not away from his/her official headquarters overnight. • Class C travel expenses cannot be charged to the projects.
Terminal Leave Payouts • Normal separation costs are unallowable as direct costs to the federal programs. • See http://www.fldoe.org/comptroller/ regarding indirect cost
Memberships • Individual memberships are not allowable • Group memberships are allowable. If reasonable & necessary to the success of the project it is allowable.
Other Questionable Expenditures • Items for personal convenience, i.e. refrigerators for office staff. • Fundraising • Promotional Items • Gift Cards • Food and beverages • Perquisites • Items that are not necessary and reasonable: i.e. expensive office equipment to meet personal preferences

Access to Grants Management Tracking System • Public access to GMS is password free. • Go To URL http://gms.fldoe.org. • Select Application Status. • Select your agency from drop down menu. • Select year. • Click on Search or use Enter Key.
