What does Civil Society mean? “Civil society commonly embraces a diversity of spaces, actors and institutional forms, varying in their degree of formality, autonomy and power: • development non-governmental organizations, • registered charities, • community groups, • women's organizations, • faith-based organizations, • professional associations, • trade unions, • self-help groups, • social movements, • business associations, • advocacy groups,” etc. (Definition by London School of Economics) Workforum (B3) - Ingrid Körner 18.11.2010
Precondition for Civil Society • Precondition for any engagement of civil society are the individual and collective freedoms (e.g. freedom of assembly and freedom of association) which are conceded to the actors of civil society by democratic states • How is the situation in your country? Role of DPOs • Disabled People’s Organizations are only one group within Civil Society among a lot of others • How do DPOs in your country cooperate internally and together with others outside to play their role in the monitoring of the CRPD? • Are DPOs consulted by State authorities in the implementation process? Workforum (B3) - Ingrid Körner 18.11.2010
Following the vision of inclusion every single member of society will be concerned with policies relating to disability all groups of Civil Society have to be involved in the monitoring process • community groups, • women's organizations, • faith-based organizations, • professional associations, • trade unions, • self-help groups, • social movements, • business associations, • advocacy groups • What groups are involved in your country? • What are the criteria for their involvement? • Are people with disabilities themselves encouraged to actively participate in your country? Workforum (B3) - Ingrid Körner 18.11.2010
Participation is needed and asked forbut the possibility is one issue – the capacity is another • To make use of the possibility DPOs need capacity building at first • There is the risk that only the most powerful organizations can have their voices heard. • Are DPOs in your country given financial support to play their powerful role in the process of monitoring? • Are policy documents accessible for all?
