Offsite Protective Action Recommendations (PARs) Decision-makers • The site ERO provides offsite recommendations (e.g., shelter-in-place, evacuation, decontamination, etc.) to appropriate offsite authorities • State and local officials make the decision on whether or not to implement the recommendations
Notification Time Requirements The sitemust • Notify appropriate DOE, federal, state, and local agencies within 15 minutes of event categorization • Alert, Site Area Emergency, or General Emergency • Oral notification within 15 minutes of discovery • Operational Emergency—classification not required • Oral notification within 30 minutes of discovery
Notification communication includes (as much as possible) Categorization and classification Description of the emergency Date and time of discovery Damage and casualties Operating condition of facility or site Protective actions Notification — What to Communicate
Notification communication also includes, when possible Completed notifications Weather conditions Level of media interest On-scene point of contact (POC) Notification — Additional Communications
Effective communication methods must be established and maintained throughout the emergency event among Event scene responders Emergency managers Emergency response facilities Responder Communication
Emergency status reports are sent on a continuing basis to the local EOC until the emergency is terminated Notification forms Communication Status Updates
