It takes a democratic view of landscape … “Believing that landscape is a key element of individual and social well being and that its protection, management and planning entail rights and responsibilities for everyone”
“Wishing to respond to the public’s wish to enjoy high quality landscapes and play an active part in the development of landscapes” …a participatory view
“Landscape is an important part of the quality of life of people everywhere - in urban areas and in the countryside, in degraded areas as well as in areas of high quality, in areas recognised as being of outstanding beauty as well as everyday areas” .. an inclusive view
“Noting that developments in agriculture, forestry, industrial and mineral production techniques [etc.] are in many cases accelerating the transformation of landscapes” ..a realistic view
..an international view “Acknowledging that the quality and diversity of European landscapes constitute a common resource”
ELC is about valuing all landscapes From the landscapes of Finland …

The Core Actions Called for in the ELC • Landscape protection • Landscape management • Landscape planning • International co-operation
Landscape Protection means “actions to conserve or maintain the significant or characteristic features of a landscape (of) heritage value”
Landscape Management means “action .. to ensure the regular upkeep of a landscape, so as to guide and harmonise changes”
Landscape Planning means “strong forward-looking action to enhance, restore and create landscapes”
What would joining the ELC mean for AONBs? • The ELC provides a framework for landscape work in the UK • And so a boost to all our efforts • AONBs would be seen as key parts of European landscape protection • The ELC would encourage co-operation between European countries
