The Regensburg World Heritage Steering Committee • Preliminary remarks • The “Old Town of Regensburg with Stadtamhof” ensemble was inscribed on the UNESCO World Heritage List in 2006. • In connection with the inscription of the “Old Town of Regensburg with Stadtamhof” ensemble on the UNESCO World Heritage List, the establishment of a Regensburg steering committee was announced, which as a new institution is to be a connecting link between the UNESCO and the World Heritage property. The UNESCO World Heritage Centre expressly embraced the establishment of such a committee and endorsed the pilot project as an exemplary model for other World Heritage Sites HerO Project Meeting in Liverpool | 16th-17th July 2009 I Page 3
The Regensburg World Heritage Steering Committee • The goals of the establishment of a steering commitee • The goals are a significant simplification of administrative procedures and simultaneously a greater level of protection for the World Heritage Site. The simultaneous presence of all affected administrative levels is to simplify and tighten the procedures according to the World Heritage Convention and § 172 of the Operational Guidelines for the Implementation of the convention concerning the Protection of the World Cultural and Natural Heritage in compliance with the following regulations. The Regensburg World Heritage Steering Committee • Definition of Functions • The Steering Committee for the Monitoring of Constructional Development in the World Heritage Site “Old Town of Regensburg with Stadtamhof” shall examine and evaluate construction projects and plans presented to it with regard to their compatibility with the outstanding universal value and integrity/authenticity of the World Heritage property. • Furthermore, it shall early identify possible conflicts of urban development projects with the Cultural Heritage, as well as ensure the World Heritage compatibility of construction measures in the core and buffer zones. The Regensburg World Heritage Steering Committee • Composition: • The steering committee shall be composed of six members: • two independent ICOMOS experts • one representative of the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany (KMK) • one reprentative of the Bavarian State Ministry of Science, Research and the Arts as the highest office for the Preservation of Historic Buildings and Monuments • one representative of the Bavarian State Office for the Preservation of Monuments • the Lord Mayor of the City of Regensburg HerO Project Meeting in Liverpool | 16th-17th July 2009 I Page 6
