Objective of the CHIMP for the The Biccerija and Manderaggio, Due Balli, Camarata areas • Through the development of and implementation of the Cultural heritage integrated management plan” (CHIMP), the Local Valletta Council will be working towards the following objectives; • A) Address the pressing problems in the areas within Valletta as in the case of social inclusion and regeneration to create a more sustainable community and ultimately long term sustainability. • B) Further the concept of WHC within these core and surrounding areas of Valletta which has not been tackled with the necessary political and administrative clout or governance, • C) Analyse together the possibilities of re-launching these areas to highlight their importance within Valletta as a WHC • D) Tap into possible funds by using the CHIMP document at a UNESCO level to further develop coherent strategies to further support these sites, • E) Further develop and exchange experiences at a management and administration level through the involvement of both the LSG and the people of these localities, • The development of the CHIMP would also enhance and contribute towards the liveability of the city centre once implemented within this locality. The balance to harmonise redevelopment and regeneration in line with the conservation of historic fabric depends on the integration of heritage and redevelopment planning. Intended Result / Output • The “Cultural heritage integrated management plans” (CHIMP) will see the integration of various studies which have previously be undertaken within this area . • The CHIMP will set the parameters for the regeneration areas and the various strategic actions necessitated to implement this document. • The CHIMP will include two sections one referring to the socio-economic strategy. This will include the intergration of documents such as Support for Cities and the Urbact SURCH (2007-08) and Entrust document ‘Revitalising the Biccerija area’. • The second section of the CHIMP will investigate the possibilities of inclusion through involving social partners in social inclusion through cultural heritage and other means such as enhancing existing landscaping and the development of derelict buildings. The Biccerija and Manderaggio areas • The area being earmarked and set by the project and agreed by the Valletta Local Council is the area of Marsamxett extending to the West from the area known as Il-Mandragg (Manderaggio) and to the East to the area known as the Dui Balli or (Deux Bali). In the centre of this area is positioned in the quarter known as Il-Biccerija (La Boucherie) and the Jews Sally Port HerO Project Meeting in Liverpool | 16th-17th July 2009 I Page 4

  5. Intended Result / Output • The area is endowed with tangible and intangible heritage assets. The fabric of the area is authentic and critical in nature with elements including; Romano Carapecchia’s Church, the Biccerija, a series of Churches and Chapels, the Auberge d’Aragon and the Auberge de Baviere, systems of fortifications and palatial residential buildings. • In the Grand Harbour Local Plan/ Valletta Local Plan the area GV03 and GV01 are marked as a Housing Improvement Action Area and a Residential area respectively. The Marsamxett area has been included in the Brief for St. Elmo and the Environs (MEPA 1999) and in the Vision for Fort St. Elmo and the Port of Marsamxett (MITI 2007) and it is earmarked as an area for regeneration and renewal as part of the integrated nodes for Valletta and the Grand Harbour. It is envisaged that through CHIMP the VLC will be able to develop these areas into sustainable and thriving hub s SMEs thus regenerating and employing the local population. • Sustainable development is also highly dependable on a living and thriving community which may be achieved through an integrated policy which targets the sustainable conservation of the historic landscape. Structure and Content of the CHIMP • The expected output of the Cultural heritage integrated management plans” (CHIMP) will include, but not limited to, the following study areas which will explore and enhance the areas significance. These study areas will then include sub-sections which will go into more depth and detail: • A. A Character Appraisal for the core area which will examine the current issues at hand which affect various stakeholders within this locality which are particularly evident within vulnerable groups within this area of Valletta. • B. A detailed examination of the Study Area and recording of tangible and the intangible heritage of this locality, • C. A Design Guideline for regenerating and upgrading the Study Area (through the above examination and the inclusion of an Architect from this locality who is included within the LSG) which will promote social inclusion whilst still respecting the cultural importance of this area of Valletta. • D. Assessment of potential social and environmental impacts of the project through the implementation of various activities which will be aimed towards social inclusion and the regeneration of this area. • E. Work plan / Activities to elaborate the CHIMP integrating the LSG • The following areas will assist to elaborate the CHIMP through the input by the LSG this will assist serve as an indicative framework or working document with the Valletta Local Council and the Lead Expert. • The analysis of all existing documentation and studies which have been previously undertaken so that a basis for the Management Plan can be created. • Meeting with various stakeholders and further discussions on the way forward whilst forging and including the previous documentation which has been created within the overall framework for the CHIMP • Further meetings with stakeholders whilst developing the CHIMP and feeding their input into the documentation • Presentation of CHIMP to wider community • The development of the which will describe the proposed approach and methodology for conducting the CHIMP study formats for baseline and survey of area sources for secondary data collection, guidelines for LSG and select sample locations based on simple criteria and carry out brief field surveys, procedures for data collection. In addition, it will briefly describe how heritage, environmental and social issues will be integrated in the LPA development process. Obstacles so far preparing / elaborating the CHIMP / integrating the LSG (IMPORTANT HERE FOR LSG) • Lack of time to develop the LAG and arrange meetings which enables everyone to attend. • Not enough time to gain deep links with these localities and the people which live within these areas. • Too many documents have been written about these area (although many can not be obtained easily) which has ultimately resulted in nothing being undertaken towards the regeneration of this area as no decision has been made as to which document should be used as a benchmark. • The difficulty to exceed to ERDF Funding on a Local Council level. Generally it is the Central Government especially in the light that the City is State (representing Seat of Government) • The difficulty to have the National Authority on the Local Support Group. • Essentially transmitting objectives to sound and tangible Actions backed by sufficient financial and economic clout.   15. Questions to the partners in support of the elaboration of the CHIMP / integrating the LSG (IMPORT HERE FOR LAG GROUP) • What level is the CHIMP elaborating the assessment and evaluation of the area prior to the essential development of objectives and actions? • Will the CHIMP be fully entrenched in the Municipality / Local Council priorities and Budgets? • What targets is the CHIMP addressing – Is it solely objectives based on Priority Axis Objectives on a regional/city level or are there other possible aims and project parameters which go beyond OP Budget definitions.
