  2. BLM’s Biomass Utilization Strategy • Increase the utilization of biomass from BLM lands • Utilize tools of the Healthy Forests Initiative such as Stewardship Contracting • Align goals with the National Fire Plan, the National Energy Policy and the DOI Strategic Plan

BLM’s Biomass Utilization Strategy • Develop a strategy for buying bio-based products consistent with the Farm Security and Rural Investment Act of 2002 • Short term efforts focus on developing tools, field office expertise, acres treated and biomass offered • Longer term focus will expand working with partners to resolve barriers to biomass utilization

  4. BLM’s Biomass Utilization Strategy(continued) • At the National level, stimulate supply and demand for bio-based products • Coordinate with the Forest Service, Bureau of Indian Affairs, other federal, State and local agencies, and private timber companies

BLM’s Biomass Utilization Progress • In FY 2004 BLM offered 27,000 tons (nationally) either under stewardship contracts or timber sales • In FY 2005 BLM offered 71,000 tons (nationally) including 10,000 tons in OR/WA • In FY 2005 BLM selected 6 Biomass Demonstration Areas (2 in Oregon – Prineville and Medford) • Also, the Lakeview District was funded for the CROP study

BLM’s Biomass Utilization Progress • January 12, 2006 BLM Lakeview District signed a Declaration of Cooperation with 21 partners (to create an ecologically sound solution to forest restoration that includes an economically viable biomass energy facility) • January 25, 2006 BLM’s Oregon State Office signed an MOU with Region 6 Forest Service and the Confederated Tribes of the Warm Springs Reservation (to provide a framework for planning and implementing forest & rangeland restoration & fuels reduction projects) the intent is to treat approximately 8,000 acres of federal lands per year thus offering 80,000 bone dry tons of biomass annually

Performance Measures FY 2006 Resource Protection: • Create habitat conditions for biological communities to flourish • Ensure 14,500 acres of fuels treatments outside of WUI using prescribed fire are implemented and that 12,800 acres of forest & woodlands are restored. These treatments are expected to provide habitat benefits for sage grouse. • Have 10% or more of the mechanical fuels treatments offer biomass for energy or other commercial products

  9. Performance Measures FY 2007 Resource Protection: • 35,000 acres of forest & woodlands restored Resource Use: • 243 MMBF (O&C) offered for sale • 46 MMBF (Public Domain) offered • 65,000 tons of biomass offered

  10. Performance Measures FY 2007 Serving Communities: • An estimated 300+ additional jobs will be created (1 MMBF of manufactured wood products = 10 full time jobs) • Outcomes will be achieved 1-3 years from project initiation

  11. Performance Measures FY 2008 Resource Protection: • 36,400 acres of forest & woodland restored • Have 50% or more of the mechanical fuels treatments offer biomass for energy or other commercial products
