Overview • Initial National Response Plan & NCP Guidance IAW the INRP • DHS & INRP Integration Into SONS 04 • National Response Plan (NRP) • National Incident Management System (NIMS)
Initial National Response Plan Purpose Provides an operational framework for the Secretary DHS to carry out incident management responsibilities outlined in HSPD-5 pending implementation of the Full NRP. Publish Full NRP – July 2004 Implement - 2005
INRP Guidelines • Must make initial revisions to existing plans to recognize provisions of I-NRP. • FEMA / FBI/ EPA & CG creating Joint Guidelines for FRP, CONPLAN, FRERP & NCP. • NCP Guidelines developed pending pending above Joint Guidance &/or Full NRP.
INRP Provisions • Assistant to the President • Homeland Security Operations Center (HSOC) • Interagency Incident Management Group (IIMG) • Principal Federal Official (PFO) • Joint Field Office (JFO)
NIMS & NRP(NRT & RRTs Next Sep) • NIMS Final released March 1, 2004 (V8.6 is good) • NRP for review (Draft 1, Feb 25, 04) • NCP intact – remaining vigilant • Comment on main body by MAR 12th • Fully develop NCP Annex as model by MAR 26th. • Still working Natural Resources Annex
HSPD – 8 National Preparedness • Published December 17, 2003 • All Hazard Preparedness Goal • Improve delivery of Federal Preparedness assistance to state & local governments. • Strengthen preparedness capabilities at all levels. • Federal Actions (see handout).
