POWER & ENERGY CRISES IN PAKISTAN- RENEWABLE ENERGY AS SOLUTION
SCHEME OF PRESENTATION • A Fact About Pakistan • Review of Pakistan’s Power & Energy Sector • Energy Demand & Supply Gap • Sector Wise Energy Status • Conventional Energy Losses in Pakistan • Why Alternative Energy for Pakistan? • Cost Comparison of Alternative Energy • Data of Renewable Energy Potential in Pakistan • Potential Areas/locations of Renewable Energy in Pakistan • Solar • Wind • Hydro • Renewable Energy Technologies Recommended for Pakistan • GoP Renewable Energy Policy • Overview of Solar Power Data • Government Organizations working in the Field of Renewable Energy
A FACT ABOUT PAKISTAN In 2010, power failure registered a rise of 23 % as compared to 2009 in Pakistan, which is highest in the world Source: Asian Development Bank Report on Pakistan energy crises
REVIEW OF PAKISTAN’S POWER & ENERGY SECTOR • Pakistan has amongst the worlds highest and fastest rising urbanization • Under 15 population is 39%, pointing increase exponently rather than gradual increase in energy demand • Poor are paying 5-7 time more for their fuel costs than those in the cities. • Shift from kerosene use to biomass has exposed women to unclean fuel, hazards of indoor air pollution, and hours of extra work in searching and collecting biomass Indoor air pollution causes over 110,000 deaths in Pakistan annually. Most victims are women and children.
REVIEW OF PAKISTAN’S POWER & ENERGY SECTOR • Total electric generation capacity in Pakistan: 19,420 Mega Watts • WAPDA: 11,327MW • KESC: 1756MW • PAEC: 462MW • IPP: 5875MW • Real generation capacity:14,000 Mega Watts • Demand of electric energy as of 2010: 20,584 Mega Watts
CONVENTIONAL ENERGY LOSSES IN PAKISTAN Conversion Losses In Generation 52% – 73% Transmission & Distribution Losses (25% Average) Losses in End Use additional 40-60% lost
WHY ALTERNATIVE ENERGY FOR PAKISTAN? • Reduced dependence on Imported Oil: • 2008 Oil Import Bill: $11+ Billion • 63% of the total Export Earnings for 2008 • 2015 Oil Import Bill US $ 38 Billion • 200% of the National Export Earnings • Economic losses due to energy deficit • Resource Abundance • Relieves Grid Resources • Low infrastructure needs • Highly Cost Effective • Environment Friendly • Carbon Credits ($ 400 Million / year) • Land Degradation Controlled • Employment Creation • Poverty Alleviation Source: Asian Development Bank Report 2008
COST COMPARISION OF ALTERNATIVE ENERGY Source: World Bank Report on Pakistan Energy Crises

WIND POTENTIAL AREA • 50,000 MW in Gharo-Keti Bandar and Jhampircorridors. • Average Wind Speed 7 + meters / sec at 60 m height • Wind Sites: • Baluchistan • Punjab • Northern Areas • Source: Alternative Energy Development Board Gharo Wind Corridor
RENEWABLE ENERGY TECHNOLOGIES RECOMMENDED FOR PAKISTAN • Renewable Energy • Solar energy • Wind Energy(License issued by AEDB to 08 companies) • Thermal Energy • Hydel energy(Mini & Micro) • Tidal Power Generation • Fuel Cell • Blue Energy • Alternative • Bio-Fuel • Fuel Ethanol • Bio Diesel • Non Conventional Sources • Waste Energy Reduction-LOI issued to 03 Firms only • Through Gasification; electricity can be produced from hot gases. • Through Anaerobic Digestion; gas can be extracted from the waste and used for the power generation purposes. • Converting the waste into Refuse Derived Fuel (RDF). • Through Plasma technology • Conservation
RENEWABLE ENERGY POLICY OF PAKISTAN • Guaranteed Electricity Purchase • Grid provision is the responsibility of the purchaser • Attractive Tariff (17%-18% ROE) • Counter Guarantee by the ADB for first few projects • Special Incentives by the State bank for up to 10 MW plants • No Import Duties on Equipment • Zero Sales Tax • Net Metering • Banking of Electricity • Wheeling Provisions • Grid Spill Over Concept introduced • Carbon Credits • Source: Alternative Energy Development Board
SOLAR POWER DATA • Japan is the leader in solar Photo Voltaic (PV) power plants with over 1,200 MW of installed capacity, followed by Germany (794 MW), the US (365 MW) and India (86 MW). • Typical solar (PV) power generating stations are in the 300 — 600 KW capacity. • The world’s largest PV solar power plants are in Germany and Portugal with a capacity of 10 MW and spread over 62 acres.
GOVERNMENT ORGANISATIONS IN THE FIELD OF RENEWABLE ENERGY • Alternative Energy Development Board(AEDB) estimates that 50,000 MW energy potential in wind source with following targets: • Electrification of 40,000 Villages / Remote through alternative Renewable Energy technologies. • Designing of laws and taxes to promote and encourage in the country. • Indigenous Development of Wind Turbines. • Indigenous Development of Solar PV Panels. • Establishment of Solar Thermal Power Plants • AEDB issued 80 LOI to develop 50 MW power , so far only 15 has submitted. • Private Power In fracture Board(PPIP)-one window operation • Pakistan Counsel for Renewable Energy Technology(PCRET)- Approximately one billion projects • National Environment Action Plan-Support Program me(NEAP-SP)- energy conservation and renewable energy
