HRD Minister says….. • This is a critical time for Higher Education in the country. • We have to set up 1000 more Universities in next 10 years to meet the requirement. • For mobility of graduates, accreditation of institutes is essential. • All stake holders should be involved in the development. • The framework should be developed for uniformity of quality while maintaining diversity & local needs. • There is a need to develop Meta University where institutes will collaborate with each other & students have choice to select the subjects of their interest. Industry perspective • Opportunities are exploding in variety of sections but only 20-25% of engineers are employable. • Rethinking of admission process, duration of course, method of assessment and curriculum in needed to produce engineers with quality. • Our colleges are working as silos. Students are trained only on theory and technology focus is missing. • TCS has formed its own assessment process. The focus is on faculty, percentage of Ph.D. Staff, Faculty: Student ratio, Research facilities, library, labs and other infrastructure. • Curriculum should be co-created with the help of thoughtful practitioners. • Companies will find solution to the problem of students not attending 8th semester classes after getting job offer in Campus interviews. Importance of accreditation • European Standards and guidelines have been set for Institutes as well as accrediting agencies • Reducing diversity among the countries is not the objective. Issues related to accreditation • Accreditation is seal of approval by stakeholders that the institute is meeting their expectations. • Industry experts are still looking for technical skills and academic records during campus interviews. • There is a danger that institute may do only the things required as per the NBA manual. • Accreditation is not ranking, it tells about your organization. • How to value the ‘Industrial Experience’ in Accreditation process? • Accreditation may become mandatory in near future but the main challenge is transparency in the process. Role of Universities • There is huge increase in number of Universities and college in India after independence. • The issues such as regional imbalance, gender imbalance, accessibility and equality are to be addressed. • Distance education can cover wide population but the process of accreditation for such courses is to be defined. • Even the smaller states like Himachal Pradesh have formed regulations for Private Partnership in Higher Education. • There is a need to define performance parameters for measuring quality of University. Concluding remarks • Central Government will extend full support for improving quality of Technical Education • Provision for education has been increased substantially in the 11th Plan • Progress made by India so far is satisfactory • India should get full signatory status of Washington Accord soon • Purpose of summit is to bring together the people interested in accreditation & learn from each others experience.
