Background • Beginning in 2009-2010 county children and youth agencies (CCYA) will implement the County Needs Based Plan and Budget which combines federal, state and local funds to provide services to youth aging out of foster care.
Appendix 10 • Through this process instructions and guidelines are explained to CCYA for Youth Independent Living (IL) program guidelines and funding of IL services.
Points to Consider • In the past CCYA may have relied solely on Federal funds through the Independent Living (IL) grant application process to fund their IL services. • When using Federal funds for IL services certain requirements must be followed.
State and Local Funding • CCYA that choose to use state and Local funds have a greater deal of flexibility in the use of these funds.
Examples • State and local funds may be used to pay for Room and Board services to youth who exited substitute care before age 18; • Can serve JPO or delinquent only youth not just shared case youth; • Minimum age of 14 instead of 16.
Important Points • Placement maintenance costs are not included in this grant; • Aftercare services for youth that were in care beyond 16 is mandatory and they can receive these services up to age 21; • Pre-adoptive or adopted youth are also eligible for services; and
Room and Board • Only those youth who exited care at age 18 or older are eligible for Room and Board services using CFCIP funds. However, state and local funds may be used to pay for Room and Board services to youth who exited substitute care before age 18.
Direct Services • Activities conducted on behalf of a youth to achieve the goals and objectives established in the written description of services listed in the Child’s Permanency Plan (CPP).
Important • All youth should be actively engaged in the assessment of their strengths and needs, the development of the IL/CPP and the delivery of IL services!
Direct Service Categories • Needs Assessment/Case Planning; • Life Skills Training; • Prevention Services;
Direct Service - Housing • Housing Services (to educate and assist youth to understand all housing issues and aid in location and securing of housing prior to discharge as well as assist former foster youth to locate safe and adequate housing); • Room and Board;
Direct Services (continued) • Education Services; • Support Services; • Employment;
Additional Cost Areas • Retreats and Camps; • Indirect Services; and • Program Administration.
Minimum Services that CCYA Must Provide to Receive grant funds • Assessment; • Service Planning; • Service Delivery; and • Transition and Discharge Planning
