  5. Purpose • Identify students • Determining the level of English language proficiency of students who are ELs • Assess the progress of EL students in acquiring the skills of listening, speaking, reading, and writing in English

Administering CELDT • Initial Assessment (IA): • State and Federal Law: 30 calendar days after first enrolled • Annual Assessment (AA): • Testing window—between July 1 and October 31 • Annuals tested after October 31 still need to be tested ASAP • All students test annually until reclassified (RFEP)

  8. Materials needed for Administration

Testing Times • No specific time limits have been set for the administration of the CELDT. • Allow extra time for: • Preparing test variations, accommodations, and modifications • Preparing answer documents • Breaks, if part of IEP or 504 • Scoring • Tables shown in Examiner manual of Average Testing Times

Two Types of Administration • Individual • For kindergarten and 1st grade students, the test examiner must administer the entire test individually. • For all students, test examiners must administer the Speaking test individually (no group testing). • Group (more than 2 individuals) • For grades 3 – 12 administer the Listening test in groups of approximately 20 students. • CELDT Guidelines require 1 proctor for every 20 students. • Show Video • Discuss Proper Administration

Examiners Advance Responsibilities • Read sections 3 – 12 in the Moodle site on own as a refresher • Complete the calibration quizzes for sections 4 and 6 – 12. • Bring calibration certification to site prior to administration. • Review Released Test Questions to become familiar with the testing format. • Review the examiner’s manual prior to administering test.

Before Testing - Administration • Collect testing material needed for testing • Pencils • Answer Books • Test books • Examiner book • Do Not Disturb sign • Complete demographic pages on the front and back covers of each Answer Book • If more than 20 students, find out if proctor available • Find out from CELDT Site Coordinator if any children need accommodations (if used, mark on Answer Book)

During Testing • Test Examiners need a copy of the Examiner’s Manual. • All directions and all practice items may be repeated. • Refer to table 4 to confirm which questions can be repeated. • Use a neutral voice through the testing. Enunciate and speak clearly so students can hear you. Do not emphasize phrases or words. • Post the “Do Not Disturb” sign • Make certain all desks are cleared of material unrelated to test. • Students may not use books, cell phones or other reference materials. • Refer to Table 4, Test Administration Procedures, which contain directions for the administration of each test component.

During Testing • Make certain information that could be used by students are removed. • Avoid distractions or loud noises (examiner cell phones, etc.) • Distribute one Test Book and one Answer Book to each students. • Encourage students to do their best, but do not provide answers. • Model the correct responses for all practice items. • Do not show or suggest the correct answer (no pointing, etc.) • Student asks: How do you spell? • Examiner Response: “Spell it the best you know how.” • Report cheating to the CELDT Coordinator immediately.

During Testing • Ensure students attempt all sections of test • In group testing, ask students to work quietly while others finish • Stop testing when student is unable to answer any more items (as directed in Examiner’s Manual) • Follow Examiner’s Manual “SAY” prompts word-for-word • Ensure examiners walk students through each of the practice questions (when noted) • Ensure students are marking responses in appropriate areas • Do not coach students or suggest correct answer; give neutral responses to questions • Ensure students do not share or change their answers once that domain is completed

  16. After Testing • Collect all Test Books and Answer Books. • Collect pencils from students. • Instruct students not to discuss test questions after testing sessions. • Check each Answer Book to ensure that each circle is not a light mark but a dark mark.

Preliminary Local Scoring • Initials: All sections need to be scores by the test examiner/coordinator. • Annuals: All sections, excluding the writing section need to be hand scored by the test coordinator/examiner. • Calibration Test for reliability purposes • 90% reliability on all domains • Preliminary Scoring relationship to Official Scoring

FAQ Responses • Damaged document: transcribe answer document and hand bubble all demographic information • Student must have only ONE answer document for all domains • Do not use ballpoint pens on the answer documents • For all students, the test examiner must administer the Speaking test individually • Make sure students do not answer questions in the test booklet or in the margins of the answer documents; only answers in correct locations of the answer document will be scored.
