RebuildIndy Integrated program to improve: Utilities: Sanitary sewers, storm water Roads/traffic Bridges Sidewalks 2011 Investment: $376 million Because of the quantity/complexity of projects, DPW is making changes.
General Conditions Update • Goal: Nationally accepted contract documents • Redefining engineer, construction manager and resident project representative (RPR) • The engineer is the designer of record and will be involved throughout the project. • The construction manager will be what we have historically called the RPR. • The RPR will be the city’s authorized on site representative.
Record Drawing/As Built Process Changed • The contractor will prepare red line as built drawings. • The construction manager will check in on a monthly basis. • The engineer will prepare record drawings.
Larger Projects • Projects greater than $25 million with greater complexity will include additional requirements. • One year contractor’s warranty • “No damage for delay” provision eliminated • Includes large wastewater treatment plant projects and tunnels
Other Changes • Geotechnical information will be part of the contract documents, if used for design. • The phrase “unless specified otherwise” added—Technical Specifications govern over General Conditions (GCs).
Specification Changes • Adopting Construction Specifications Institute (CSI) 16 Division format • Maximum lift thickness on backfill—12 inches • Larger Projects: Greater than $5 million • Will require Critical Path Method (CPM) schedule • Quality Control (QC) testing will be provided by the construction manager
Timeline • DPW intends to implement Jan. 1, 2011. • The internal team has taken industry comments. • The final draft is underway.
Upcoming Opportunities • Several design contracts for Southport Advanced Wastewater Treatment (AWT) Plant upgrades: Consent Decree required • Deep Rock Tunnel Connector: To be included in the construction management Request for Qualifications (RFQ) • Handout of sanitary and storm water upcoming projects
New DPW Safety Policy Adopted • The RPR is required to monitor and inspect the contractor’s daily construction activities. • Obvious deficiencies, imminent hazards, or situations • Make notification verbally and in writing. • CC: DPW • The contractor is required to respond to the satisfaction of the RPR. • This does not mean that the RPR will assume the contractor’s safety responsibility.
New DPW Safety Policy Adopted (continued) • Should the contractor fail to comply with safety policy, the RPR will provide immediate notification to the city’s project manager • City will notify contractor through RPR: • The unsafe condition must be remedied. • If it is not remedied, the work will be stopped. • No extension of time will be granted in these circumstances.
New DPW Safety Policy Adopted (continued) • If hazard could result in serious injury: • RPR must issue a stop work order immediately • Authorized to remove anyone who can be harmed • No city employee or consultant will be expected to enter an unsafe area.
Utility Transfer Update • Target date is spring or summer of 2011 • Transition planning started—Citizens Energy Group (CEG) and DPW have designated specific teams.
Sanitary and Storm WaterCIP (2009-2013) Sanitary 89% or $620 million Storm Water 11% or 75 million
Transportation Update • 2010 projects total approximately $142 million • $76 million of additional resurfacing • $10 million of bridges and culverts • $1.7 million of curb and sidewalks • 2011 anticipated budget is $188 million and may include • $83 million of additional resurfacing • $36 million of bridges and culverts • $11 million of curb and sidewalks • The program includes additional funding to create a robust federal aid program.
