The 2013 Adaptation Report and the Self-assessment of adaptation policy processes Stéphane Isoard Climate change adaptation and economics (Stephane.Isoard@eea.europa.eu)
EEA Adaptation Report (29 April 2013) • Headlines - Key facts • Examples of implemented actions show that adaptation of both natural and human systems is already taking place across Europe. • 16 national adaptation strategies (9 more than in 2008) and some of these have action plans in place (EEA member countries). • National adaptation strategies address primarily the water, agriculture and forestry, biodiversity and human health sectors. • 12 additional EEA member countries are currently preparing a national adaptation strategy and 15 in total have already established web portals. Some transnational regions (such as the Danube, the Baltic, the Alps and the Pyrenees) and cities have developed adaptation strategies or are currently developing them.
Policy context – National, transnational and sub‑national adaptation actions
Survey of adaptation policy processes in EEA member countries • Rationales • Country pages on Climate-ADAPT provides a useful overview of activities at national and sub-national levels. • This information, however, provides a static view and allows mainly for descriptive work. • Transnational and transboundary activities are marginally included in the country pages of Climate-ADAPT. • Country pages on Climate-ADAPT are those most visited, demonstrating the demand from EEA member countries for information at national and sub-national levels. • -> An overview and assessment of activities at national, sub-national and transnational levels would be informative to our stakeholders
Self-assessment - Consultation of countries is critical • One coordinated official (but voluntary) answer per country • Online (support for consultation of national stakeholders) • EU-wide overview of key topics acrossEEA member countries, reflect on lessons learned, highlight ‘good practices’ and enhance exchange of information between countries- ‘Name and Honour’. Report planned to be published in 2014 • The country responses to the survey, i.e. the base for the analytical work, will be publicly accessible (e.g. online).
Survey of 42 questions clustered around the following topics: • General statements on adaptation • The adaptation policy process: • Prepare the ground for adaptation • Identify risks and explore options • Implementation, monitoring and evaluation • Level of adaptation and policy instruments in sectors • Involvement of stakeholders • Open questions on next steps • projects.eionet.europa.eu/sanap • Will support EC’s work on strengthening the knowledge base, implementing the Strategy and developing, with member states, the scoreboard that will be the basis of the review in 2017 of EU’s Adaptation strategy: • 2013: EC - Climate Change Committee (Draft EEA survey analysis) • 2014: EC - Guidelines for MMR (Monitoring Mechanism Regulation). UNFCCC 6th National Communications (EEA Report on adaptation policy processes at national levels) • 2015: EC - MMR (Member states reporting) (EEA SOER2015) • 2016: Update of EEA’s report on Adaptation and climate change Impacts • 2017: EC - Scoreboard and Review of EU’s Strategy on Adaptation to Climate Change.
