Locate Initiatives • March 2009 – Office of Child Development and Early Learning • Two pilots conducted. OCDEL passed us a file containing over 63,000 clients. • Based on the results from both matches, there was little potential to increase collections.
Locate Initiatives (Cont’d) • July 2009 – Innovis • Collects “header information” from different businesses that provide credit application services. • Two pilots completed in July and November 2009. • Less than 1% of information resulted in an address update or order change.
Locate Initiatives (Cont’d) • October 2009 – Accurint for Government • Boasts cell phone and unlisted numbers as well as relational member associations. • 10 counties participated in the pilot. • Counties were not interested in a statewide contract at the time, but were informed that they could purchase the service individually, if interested.
Locate Initiatives (Cont’d) • October 2009 – Verizon Cell Phone • Only cell phone company that would match with PA under current State statutes. • Submitted 5000 records and matched on 52. • A 1% match rate is not sufficient to warrant the time and effort required to continue matching with Verizon.
Locate Initiatives (Cont’d) • October 2009 – Comcast • A pilot was conducted in October 2009 with 27 cases. • Over 30 days to receive results from Comcast due to manual matching. • Comcast would only agree to process 15 cases per month. • Initiative dropped until Comcast can automate the process.
Locate Initiatives (Cont’d) • November 2009 – Consolidated Lead Evaluation and Reporting (CLEAR) • A pilot was conducted in March 2010. • Results from the pilot were much better than other locate pilots conducted and counties liked the service. • CLEAR proved too expensive at the time with budget cuts and the pricing structure offered.
Locate Initiatives (Cont’d) • November 2009 – Microbilt Corporation aka Credit Commander. • Providing consumer and commercial credit bureau data. • Looked at MB Address Search data rather than the credit bureau information for new addresses. • Address information returned was older than what was listed in PACSES. Based on this data, no further matching was considered.
Locate Initiatives (Cont’d) • January 2010 – The Work Number (TALX) • Income and employment verification service housing over 190 million employment records. • Established as an online lookup under eXpress service. • December 2011 converted to batch matching sending a file to TALX 4 times per month. • Express Service retained with limited access.
Locate Initiatives (Cont’d) • September 2010 – National Law Enforcement telecommunications System (NLETS) • Access to information from federal, state and local agencies via electronic messaging. • PA is one of the first child support agencies to be granted access to this information. • Works best if the out-of-state person can be identified by region, state or locale.

Locate Initiatives (Cont’d) • June 2011 – Child Support Lien Network Locate Report • New e-report L200 established. • CSLN returns to PA the address information on matches determined closed or without benefits during the quality assurance process. • The information is placed on the L200 report monthly for counties to review. Reports are not cumulative.
Locate Initiatives (Cont’d) • August 2011 – Consolidated Lead Evaluation and Reporting (CLEAR) • Batch pilots were conducted December 2011 and April 2012. • Batch results are the best of any locate initiative piloted to date. • Existing budget would allow a limited monthly match of files. Contract on hold pending outcome of The Last One pilot.
Locate Initiatives (Cont’d) • September 2012 – The Last One (TLO) • Owner was instrumental in creating Acurrint and CLEAR agencies. • Caters to law enforcement. • Dual prong – counties to register for 15-day free trial and BCSE sending batch file. • Once county input and BCSE’s analysis is complete, considering statewide contract with TLO or CLEAR.
Locate Initiatives (Cont’d) • July 2012 - Office of Attorney General • Initial contact was July 2009 and a Memorandum of Agreement was signed. • Automated match conducted in August 2012. • Results forwarded to the respective counties on 8/30 with comments due to BCSE by 10/12. • Analysis will determine frequency of ongoing matching with OAG.
Locate Initiatives (Cont’d) • Social Security Death Master File on the PHP • Replaced the 3rd party vendor – ancestry.com because the old link started charging for information. • The new website, http://ssdmf.info/, provides name, DOB, SSN, and date of death. • Searchable on all fields
