ESF 11 Agriculture & Natural Resources • Formerly Food only – Food Stamps and nutrition assistance • New ESF divided into four sections: • Nutrition Assistance • Animal & Plant Disease and Pest Response • Food Safety and Security Supply • Natural & Cultural Resources and Historic Property Protection (NCH Resources)

Animal Plant Disease & Pest Response • APHIS • Response to Animal/zoonotic disease outbreaks • Plant disease • Plant insect infestations • Coordination with ESF-8 Public Health • Animal/vet/wildlife support • Pets
Food Safety & Security • FSIS • Slaughter House and processing plant safety • Distribution & retail sites • Lab analysis of food samples • Product control • Food borne disease surveillance • Field Investigations
NCH Resource Protection • Natural Resources • Cultural Resources • Historic Properties
NCH Resources Coverage • Covers natural resources damaged by natural disasters, WMD and other non-oil or HAZMAT NRDs • Coordinates with ESF 10 and ESF 3 • Interior is primary Lead • Secondaries include: USDA, NOAA, FEMA
NCH Resources Assistance • Technical Scientific Assistance • Financial Assistance through existing programs • Contracting and procurement assistance • National Interagency Fire Center • Not just recovery – prevention, mitigation, minimization of impacts
NCH Examples • Timber blow down not on infrastructure • Coral Reef damage • Flooded historic buildings • Assistance in ESA consultations
Ag & Food Safety Incident Annex • USDA working with Nat. Assoc. of State Departments of Agriculture • Coop Agreement with FSIS, FDA, DHS/IAIPD for development • Info gathering on existing emergency plans • Project workgroup includes human health associations, CDC, APHIS, FBI, EPA, DoD • Goal will be to develop basic overarching annex and human health, food, plant and animal sections
