Institutional Framework Focal Point: Ministry of National Security ACP Migration Facility in Trinidad and Tobago isbased on interface with national lead institution on migration matters, the Ministry of National Security. The Ministry of National Security has spearheaded the development of a National Consultative Committee and facilitateditsinstitutional and civil society working groups.

Context and GuidingPrinciples Complexand difficult histories underpinmigration and mobility in the South and between countries of the South. The variety and dynamism of the life histories of migrants whichmayincludeboth South-South and South-Northmobility. Ongoing efforts by G77 and China to include migration and development on the agenda within the United Nations system, includingrecentnegotiations of the content of the UNCTAD Accra Accord. Manyof the countries and societiesrepresentedwithin the ACP werefounded on the basis of forced and voluntary migration fromvarious parts of the world, includingother parts of the ACP. Migration and developmentpolicyistargetedatbothreceiving and sending countries, and atboth migrants and non-migrants.
