  2. Background Information • Skills Formation Taskforce formed in late 2005 to investigate reforms needed to address skills shortages and strengthen apprenticeship and traineeship system

Taskforce’s report contains: “A highly regarded apprenticeship and traineeship system which provides the foundation for a highly skilled workforce and underpins the economic growth and prosperity of Western Australia”. Careers for Life (Skills Formation task Force Report) 2006 • a broad vision for the future apprenticeship and traineeship system, and • a blueprint for how this system will operate

RTOs response to Taskforce: • Late 2006 SwanTAFE initiates Transforming Trade Training Project • Project evolved to become a TAFEWA project with a budget of $1.2 million and timeframe of 12 months • Project has: • addressed seven Key Elements and twenty recommendations from Skills Formation Taskforce report • focused on four industry areas • Automotive • Building & Construction • Hospitality • Metals

Model designed to: • Engage Employer and Apprentice with an RTO within 4 weeks of sign-up • Recognise learning that occurs in the workplace • Provide flexibility by having just-in-time delivery & assessment as required by employer • Allow for employers who wish to continue with current “Traditional” delivery system
