14_ Problem and Its Solution We have overcome the obstacles in deciding policies with people’s participation. 1 How can we encourage people to participate voluntarily? Use various on-/off-line promotion methods as much as possible. • During the policy decision-making meeting • Allocate participants evenly per table • by analyzing their gender, age, location, educational background, job, etc. • 2) Assign the facilitator in each table to mediate • the meeting. 2 How can we prevent a certain hard-headed interest group from dominating the issue? 3 How can we turn idealistic suggestions into reality? Decide the priority through 162 meetings and discussions
15_ Success Factor The engagement of people in developing policies led to our success. 1. From the planning stage, we have built a cooperation system among people, experts, and public servants and defined their roles clearly. 2. We introduced the groundbreaking method to enable people’s participation to collect people’s opinion and reach social consensus.

The experience of facilitating people’s participation in establishing the Seoul welfare standard is changing Seoul as follows: 1 2 3 Policy decisions used to be made in a “bureaucratic” way. Note, however, that “communication with people” has come to play a bigger role. The system is developed so that people can participate in implementing the policy.?
