Fiscal Monitoring • Why we do it? On-site monitoring must be a part of the fiscal monitoring review process. We can no longer rely solely on desk audits or limited sources of information to ensure compliance.
Fiscal Monitoring • What have we learned? A lot of SWOTs! Strengths, weaknesses, opportunities and threats. Strengths: LEAs will conduct activities once the are aware or have knowledge.
Fiscal Monitoring • What have we learned? A lot of SWOTs! Strengths, weaknesses, opportunities and threats. Weaknesses: Lack of knowledge of basic principals that result in audit findings.

The End of An ARRA • September 30, 2011-last day to “encumber” expenses to the ARRA funds. • December 30, 2011-last day to draw down ARRA funds
Competitive Grants • RFP pending for 2011-2012 • Funding focus is the same • Watch the web, however, we will send a fiscal update once RFP is complete.

Virtual Schools????? Who does what and when??
The South Carolina Virtual School Program (SCVSP) • Operated by the SCDE e-Learning • Offers on-line COURSES is not a school • Courses must be approved by the school, usually through a guidance counselor • IEP team must adjust IEP accommodations accordingly. School still responsible for IEP. • For students with severe needs, IEP team must meet prior to enrollment to be sure the content can be modified appropriately to ensure student benefit.
The South Carolina Virtual School Program • Student support contact- Wendy Faircloth wfairclo@ed.sc.gov • Information available at http://scvspconnect.ed.sc.gov/ • Currently only available for certain high school courses • Does not award diplomas • Can be accessed by public, private and home school students • No guaranteed admission because of class size, may be placed on waiting list.
South Carolina Public Charter School District (SCPCSD) • Public school district • District has special education staff: Director is Robert Compton • Students moving here from your district are treated as transfer students • District has both virtual and brick and mortar schools
South Carolina Public Charter School District (SCPCSD) • District has all the same responsibilities as any other SC Public School District. • There is no public access to curriculum, must be enrolled in the district. • Awards a state diploma.
