Political career • Graduate of Stanford University in 1895 • Worked as a geologist once out of college • Did a lot of work directing a mining company looking for gold until WWI • It wasn’t until later in his life that he tried for presidency once appointed to be Secretary of Commerce • Vice-President was Charles Curtis (1929-1932) • Secretary of state was Henry L. Young Plan (1929) • Created an agreement between Germany and the USA over debts owed from WWI • It needed to be created because Germany was unable to keep up with payments that would abide by the Dawes Plan of 1924 • The plan required that Germany pay the USA 8 billion dollars annually for 59 years • Due to The Great Depression, banks had to order back money from Europe, and were unable to give out money from The Young Plan • This caused The Hoover Moratorium on War Debts http://en.wikipedia.org/wiki/Young_Plan
Wickersham Commission Report (1929) • Established by President Hoover in late May of 1929 • The commission was an 11 man group that focused mainly on criminal activity due to alcohol • The purpose of the commission and the report was to see if any adjustments were needed for the 18th Amendment • There was a second report released that spoke about the widespread effects of prohibition • The report reprimanded police for “not doing there jobs” on stopping crimes http://en.wikipedia.org/wiki/Wickersham_Commission

London Naval Conference (1930) • Nations attending at the time were The UK, USA, France, Italy and Japan • As the 2nd of 3 conferences, 5 nations met in London to discuss the outcome of meetings that took place in Washington D.C. 8 years earlier • The outcome of meetings in D.C. resulted in the Washington Naval Treaty • The conference in 1930 dealt with regulations pertaining to the usage of battleships, submarine warfare, and aircraft carriers • All five nations agreed on some of the new rules but France and Italy did not include themselves in the agreement on battle ships http://en.wikipedia.org/wiki/London_Naval_Conference
Hoover Moratorium of War Debts (1931) • During June of 1931, President Hoover proclaimed that he wanted to postpone all payments that had to do with WWI for one year • The proposed bill was not accepted well by The French and many U.S. citizens but had support from 15 different nations • The bill did not have a big positive effect on the economy and France planned to pursue debts immediately after the suspension http://en.wikipedia.org/wiki/Hoover_Moratorium
Scottsboro Affair (Powell v. Stimson Doctrine (1932) • In 1931 Japan invaded Manchuria and took the land from China • The Stimson Doctrine stated that the U.S.A would be unable to recognize Japans power over Manchuria because it was taken by force. • Its been used many other times in history • Its especially used when the change violates American treaties • Named after Henry L. Norris-LeGuardia Anti-Injunction Act (1932) • Sponsored by George W. Norris and Fiorello H. Bonus Army Marches on Washington D.C. Amendment 20 is Ratified (1932) • Missouri was the 36th state to ratify the amendment, satisfying the ¾ requirement • The amendment set guidelines for how long a presidents term would last.
