    1. What is ALERT? Robert D. Halman Agricultural Liaison University of Maryland Cooperative Extension & Maryland Department of Agriculture

    3. WHY ALERT? Issues: Each agency has individual responses to disasters that is mainly a reactive response. Some lack of and/or disjointed communication during the hurricane about what was actually happening in the Ag community. No real structure to the information given out or resources available

    4. ALERT Connection: Working on ESF-11 (Food and Food Security) issues which integrate into the rural community the missions of homeland security as well as education and training.

    5. Maryland Center for Agrosecurity Education and Outreach (MD Center) A joint effort between AGNR and MDA whose major goal is the improvement of coordinated efforts in communication, education and outreach to the agricultural community during emergency preparation, response and recovery operations in Maryland

    6. Agricultural local Emergency Response Teams (ALERT) Members Responsibilities Pre- event: Attend briefings, trainings and maintain continuous open communication with County Emergency Operations Center (EOC) In concert with EOC procedures, ALERT member is responsible for implementation office emergency procedures and protocol, i.e. alert of office personnel and agency administration, office shut down, security, evacuation and shelter in place procedures. Provide input on community and local government preparations and awareness.

    7. Agricultural local Emergency Response Teams (ALERT) Members Responsibilities During the event: Provide situational information about the event as it relates to the Agricultural community. Report to – State Emergency Operations Center (SEOC), and the Maryland Emergency Management Agency (MEMA) team member at Agricultural desk

Agricultural local Emergency Response Teams (ALERT) Members Responsibilities Post Event: Disaster Recovery Centers (DRC) Provide immediate post event agricultural damage inventory / assessment in cooperation with the Farm Service Agency (FSA) and the emergency preparedness coordinator. Contact specialists who might be of assistance on a local level or meet special needs that might arise. Assess possible office and staff issues, including travel and home issues that might arise due to the disaster.

    9. Agricultural local Emergency Response Teams (ALERT) Each ALERT member: Will either be on the county EOC and/ or involved with the county emergency plan; Will be trained in AGNR and MDA office protocol, security and emergency procedures; Will be trained in damage inventory reporting and emergency protocol procedures; Agricultural Damage Inventory & Assessment will be priority.

    10. Agricultural local Emergency Response Teams (ALERT) Each ALERT member: Will be aware of or have readily available to them resources -county/ state contacts Will be equipped with and familiar with the use of office/ laboratory disaster kits. Will attend related emergency preparedness training.

    11. Where are we now? Establishment of ALERT members in counties- MDA & MCE Marketing the concept of a Joint Center for Agrosecurity Outreach and Education – Funding Development of the MD TIP sheets covering a variety of disasters (man-made and natural).

    13. Scheduled additional in-service trainings for ALERT members for late 2004 & early 2005 Planning for professional (veterinarian & laboratory) and agricultural industry (agribusiness & producer) trainings for late 2005
