Step 3 – Collecting and compiling data from sectors Methodology for data collection • The inventory needs to investigate: - Production in the country • Industries using chemicals • Products and articles - Professional users - Waste fraction /stockpiles /contaminated sites • Focal sectors to investigate • Legal framework: exists?

Step 4 – Managing and evaluating the data Data management Templates Examples Mechanismforevaluatingtheinventory • To identify • gaps and limitations and measures needed to complete the inventory • if the obligations under the SC are fulfilled and the necessary actions needed to fulfill them • the need of notification to the registers of acceptable purposes and specific exemptions under the Convention • The evaluation will be the basis for updating the NIP and development of an Action Plan for the POP • Gaps, limitations and necessary actions will be valuable information in the NIP, and can be necessary for applying for funds

Evaluation and validation of inventories • The collected data can be evaluated and validated by presenting it to national stakeholders and experts and possibly at international platforms (e.g. regional workshops) for getting feedback. • Assessment of inventories by external review of the data. • Plausibility considerations: For several of the newly listed POPs total historic production volumes and and/or current production volumes are known. The developed inventories can be compared against these numbers for a plausibility check. • Measured data from own monitoring effort or information from other monitoring studies can be used for validation purpose. • Material and substance flow analysis: MFA/SFA can help to validate inventories developed for the newly listed POPs along their life cycle. • Also comparison with inventories of other countries can contribute to the evaluation and validation process.

Step 5 – Preparing an inventory report The essential elements of the report: • Objectives and scope • Description of data methodology used and how data were gathered • Final results of the inventory in each sector considered a priority for that country (using a format to be provided in the guidelines, as such or adapted from that format) • Results of the gap-analysis and limitations identified for completion of the inventory • Further actions (e.g. stakeholder involvement, data collection strategies) to be taken to complete the inventory and recommendations. Other information (e.g. stakeholder list), depending on the national requirements, could be included in the report.
