Project Context • The Emergency Management Conceptual Model (EMCM) was initially developed to be true to National Response Plan (NRP) • NRP was approved November 2004 • Previous modeling efforts pre date approval of the NRP • Major releases of June and May 2006 were incorporated during this project • NRP replaced by the National Response Framework in January 2008
