Historical Background • 1971 - Florida establishes a statewide program to assess student achievement • 1991 – SCANS Report (Secretary’s Commission on Achieving Necessary Skills) • 1991 – Education Reform and Accountability Act, commonly called “Blueprint 2000” • 1996 – Sunshine State Standards (SSS), identify what students should know and be able to do in subject areas of language arts, mathematics, science, social studies, the arts, health/physical education and foreign languages.
Historical Backgroundcon’t. • 1996 – FCAT (Florida Comprehensive Assessment Test). Measures student achievement in reading, writing, and mathematics aligned with the Sunshine State Standards • 2001 – NRT (Norm Reference Test) component added to the FCAT. Compares the Florida student to other students nation-wide. • Present – FCAT is a 2-pronged test: • 1) SSS which measures skills from the Sunshine State Standards • 2) NRT which compares the student nationwide
