NPEP/PRSP status (A) • Approved by National Assembly in October 2003 • Comments are being incorporated – JSA + Board expected for March 2004 • Implementation being designed • Institutional committee at CPC • Poverty fund? • Cross sectoral issues (weak point) • Public expenditure management • State enterprise monitoring and restructuring • Financial sector restructuring and development • Private sector development and trade

NPEP/PRSP status (B) • Sectoral issues • Industry & handicraft, health, agriculture, transport, education, and environment. • Institutional committees (Nov. 1, 2002) • NPEP/PRSP committee (22) + technical committee (7) • Participation Action Plan • Approved by GOL; UNDP is providing financial support • Workshops (focus on sectoral more than cross sectoral): • Universities; • Mass Organizations; and • Private sector

NPEP/PRSP status (C) • Capacity Building Plan • Request from GOL; UNDP would provide financial support • Workshop on how to implement? • MDGs • UNDP will integrate MDGs and NPEP. • NSC will work on: • comparison between MDGs and National targets; and • making the NPEP monitoring system compatible with MDGs. • Legal status of NPEP • NPEP compliments other policy papers (e.g. National Socio-Economic Development Plan) • Toward one document?

Timetable / CPC delivery process 2003 Deadline Achievement by January 31 Internal Consultations within Ministries (sectoral and cross-sectoral) by January 31 Consultation with other ministries and the key international development community for each sectoral and cross-sectoral contribution January 30 First Meeting with Academic and University January 31 Second Meeting with Mass Organizations February 5 Third Meeting with Private Sector February 15 Sectoral and Cross Sectoral Contributions finalized February 28 First Draft of full NPEP (including matrix) Mid March Consultations: (Sectoral, Cross Sectoral, Regional) End March 2nd Draft of Full NPEP March / April Mini RTM Mid April Government Council April Further Consultations Beg. May Adaptations of Full NPEP, 3rd Draft Full NPEP (to be submitted to the RTM) May / June RTM September Parliamentarian Workshop October NPEP to National Assembly

Cross sectoral issues • Define NPEP implementation timeframe • NPEP covers the period of 5 years (2002-2005 or 2006). The National Socio-Economic Development Plan covers 2001-2005.
