TSO role • Provide • capacity • access services • information to facilitate the market Robust Responsive Transparent consultation European Network of Transmission System Operators for Gas • ENTSOG tasks will include the development of: • an annual work programme • network codes • a 10-year network development statement • annual winter outlooks • an annual report • Consultation and development processes • To establish the annual work programme • To consider change proposals • To inform 10 year network development statement
GTE+ as a stepping stone towards ENTSOG • GTE+ • Started in February 2008 • First transitional step to prepare for Third Package (processes need to be “proved” under responsibility split between Commission / regulators / TSOs) • Focusses upon • establishing the new organisation/way of working • delivering projects to benefit the market
Transparency One of three key principles of market liberalisation (transparency, non-discrimination, objectivity) Many transparency initiatives in the recent years GGP, 2002-2003 (now attached to Regulation (EC) 1775/2005) ERGEG Monitoring Report I & II, 2007-2008 GTE Transparency Platform, 2007-2009 GTE has defined three principles for implementation of more transparency the information release will not prejudice any TSO customer or other industry stakeholder the information release will not prejudice the TSO the information provider should be rewarded for the publication
Transparency Platform Factsheet Objective To provide a coherent (comparable) view of the European gas market Key tools Use of one single unit for the same type of information where possible Use of a unified structure for the presentation of information Use of an interactive map Technical solution Data provided through .xml files via push or pull mechanism EASEEgas CBPs Where relevant, rules defined in EASEEgas CBPs applied
