  3. GEORGE WASHINGTON WAS PRESIDENT OF THE CONSTITUTIONAL CONVENTION IN 1787.

  4. FEDERALISTS LIKE ALEXANDER HAMILTON WANTED A STRONG NATIONAL GOVERNMENT TO UNIFY AND STRENGTHEN THE COUNTRY. MANY FEDERALISTS BELIEVED IT WAS THE RESPONSIBILITY OF EACH STATE TO PROTECT THE RIGHTS OF THE PEOPLE.

  5. ANTI-FEDERALISTS LIKE PATRICK HENRY WERE SUSPICIOUS OF A NATIONAL GOVERNMENT THAT WOULD BE TOO STRONG AND DEPRIVE PEOPLE OF FREEDOM. THEY AGREED THAT STATES WOULD PROTECT PEOPLE BUT THEY THOUGHT A NATIONAL GOVERNMENT COULD NOT BE TRUSTED (LIKE ENGLAND’S) HE REFUSED TO ATTEND THE CONSTITUTIONAL CONVENTION SAYING, “I SMELLED A RAT!”

  6. THE CONSTITUTION WAS SIGNED ON SEPTEMBER 17, 1787 BUT PEOPLE IMMEDIATELY ASKED WHERE THE BILL OF RIGHTS WAS?

  7. SOME OF THE 55 DELEGATES TO THE CONSTITUTIONAL CONVENTION REFUSED TO SIGN THE CONSTITUTION BECAUSE IT DID NOT CONTAIN A BILL OF RIGHTS. THESE THREE GENTLEMEN WERE IN FAVOR OF THE CONSTITUTION BUT REFUSED TO SIGN IT BECAUSE OF THE MISSING BILL OF RIGHTS. GEORGE MASON EDMUND RANDOLPH ELBRIDGE GERRY

  8. EVENTUALLY, EVEN DELEGATES LIKE JAMES MADISON, CALLED THE “FATHER OF THE CONSTITUTION,” ACKNOWLEDGED THAT OUR NEW GOVERNMENT REQUIRED A BILL OF RIGHTS.

  9. THE FIRST 10 AMENDMENTS TO THE CONSTITUTION, THE BILLOF RIGHTS, WAS ADDED ON DECEMBER 15, 1791.
