Background • Your PMF IDP will be tailored to specific learning objectives that will provide you with the knowledge & skills needed in your current & target positions. • A realistic, well-researched, clearly written IDP is a valuable tool for charting a successful 2-year PMF appointment. • You should prepare your IDP in consultation with your supervisor & with oversight from the NOAA PMF Training Program Manager. • You & your supervisor should use the IDP to communicate & clarify expectations for training, developmental assignments, & other developmental activities. • The IDP is an ever-changing document that shows where you are going & how you will get there.
Requirements • The initial draft of your IDP needs to be completed within 30 days after your start date. • In total, you will submit 4 versions of your IDP to the NOAA PMF Training Program Manager: • 3-month IDP (an updated version of the initial draft completed within 30 days of entering on duty); • 6-month IDP; • 1-year IDP; and • 2-year final IDP.

Content Guidelines • Section 1: Contact Information • This first section should clearly state the following information: • Your name, position, series, bureau, Line/Corporate Office, Program Office, & contact information, including telephone number & e-mail address. • Your supervisor’s name, title, telephone number & e-mail address. • Your entry-on-duty (EOD) date (typically a Monday) & your anticipated conversion date, 2 calendar years from the entry-on-duty date (typically a Wednesday).
Content Guidelines • Section 2: Target Position • Briefly describe the target position • Describe the specific knowledge, skills & abilities needed to qualify for the target position. • The IDP must: • Indicate the competencies required for each level • Provide a benchmark identifying the successful acquisition of the needed competencies. • For examples of potential competencies, visit the U.S. Office of Personnel Management (OPM) website at: http://www.opm.gov/ses/ecq.asp.

Content Guidelines • Section 4: Details & Timeline, How Learning Objectives will be Accomplished • 2 training portfolios, 1 for each year of the fellowship. • The courses listed must compliment the learning objectives listed in the previous section. • Include the following information: • Training titles & vendors, • Course descriptions, • Dates of the classes & formal training hour equivalents, • Targeted learning objectives, & • Status of the trainings (planned or completed).
Content Guidelines • Section 4: Details & Timeline, How Learning Objectives will be Accomplished • Table for your 120-180 day & 30 day developmental assignments, including: • Location of the assignments, • Start & end dates, • Duration of the assignments in calendar days, • Host office supervisor’s name, title & contact information, and • Learning objectives targeted in each assignment. • Narrative for each assignment, that will include a: • Brief description of the host office, • Description of your duties, products & outputs, • Relationship of the assignment to your career goals, and • Long-term benefit to home office/NOAA of your developmental experience.
Content Guidelines • Section 5: Signature Blocks • 3-Month IDP Approval Procedures: • Updated version of the initial draft completed within 30 days of entering on duty • Must be submitted electronically by you to the NOAA PMF Training Program Manager using the NOAA PMF IDP Template. • Provides a basis for you & your supervisor to outline projected projects, training & developmental assignments. • Only IDP version that does not require signatures. • 6-Month & 1-Year IDP Approval Procedures: • You will e-mail the NOAA PMF Training Program Manager the entire IDP for review. • Once comments have been provided & you have incorporated suggested changes, fax just the signature page, signed & dated by you & your supervisor, to the NOAA PMF Training Program Manager.
Content Guidelines • Section 5: Signature Blocks • Final 2-Year IDP Approval Procedures: • E-mail the NOAA PMF Training Program Manager the entire IDP for review. • Once comments have been provided & you have incorporated suggested changes, you & your supervisor will sign & date the IDP & then mail it to the NOAA PMF Training Program Manager, who will forward it on for certification.
