Requirements • NOAA PMFs are required to complete 80 hours of formal classroom training in each year of the fellowship. • All training must be completed prior to your anticipated conversion date. • The mandatory NOAA PMF Training Program elements must be completed as part of the 80 training hours in each year. • Additional training is encouraged.
$ Costs $ • Your home office is responsible for providing funds for class fees & associated travel expenses.
Duration Specifications • Classes must be “all day” in length, at least 6 hours of class time per day, to count. • Exception for e-learning courses, which count as 4 standard hours each. • If a course is held for several hours a day for multiple days, the total amount of time spent in attendance must equate to an “all day” course length.
Duration Examples • If a training course is 2 full days & then a half day, this would count as __ training hours. • If a class meets 5 hours a week for 10 weeks, that counts as __ training hours. • If a course meets 4 times for 3 hours each time, that would count as __ training hours.
Duration Examples • If a class meets once for 4 hours, does this count as training hours? Why or why not? • If you take an e-learning course, how many training hours do you get?
Duration Specifications • If you have questions on how to count training hours of a particular course, workshop or class, contact the NOAA PMF Training Program Manager.
Excluded Training • You are encouraged to take supplemental training. • However, the following types of training will not count toward the 80 hour annual training requirement: • On-the-job training • Independent study • Reading managerial/leadership books • Attending brown bag meetings • Attending NOAA Town Hall Meetings • Attending NOAA PMF Panel Meetings
OPM PMF Graduation Update • For the PMF Class of 2004 & beyond, the graduation will no longer count as 16 hours of formal training in year 2. • All future graduation ceremonies will be held in the Washington, DC metropolitan area.
Training Program Components • OPM PMF Orientation & Training Program 24/80 hours of training in year 1 • NOAA PMF Orientation 16/80 hours of training in year 1 • NOAA Leadership Seminar 24/80 hours of training in either year 1 or 2 • Supervisory training 40 hours to be completed in either year 1 or 2 • Elective training tailored to the specific learning objectives of your target position 56 hours to be completed in year 1 & 2
OPM PMF Orientation & Training Program • Description: • Managed by OPM for first-year Fellows. • 3 days (24 hours) in year 1. • How you will benefit: • Focus on contemporary leadership, communication, & teamwork skills; • Get assistance with career development planning; • Interact with other Fellows through working mealtime sessions, evening activities, plenary & concurrent breakout sessions.
OPM PMF Orientation & Training Program • Dates/Location: • OPM typically schedules 3 sessions between October & January. • Sessions are held at OPM's Eastern Management Development Center (EMDC) in Shepherdstown, WV, less than 2 hours from Washington, DC. • PMF Class of 2006 sessions are scheduled for: - Session 1: October 3-5, 2006 - Session 2: November 7-9, 2006 - Session 3: January 17-19, 2007
OPM PMF Orientation & Training Program • Cost: • Your office is responsible for paying for your travel & per diem expenses. • You will need to obtain travel orders from your office prior to attending.
NOAA PMF Orientation • Description: • Managed by NOAA for first-year Fellows. • 2 days (16 hours) in year 1. • How you will benefit: • Enhance your knowledge of NOAA’s organizational structure through presentations by NOAA’s senior leadership; • Network with other Fellows & PMF alumni; • Clarify expectations & requirements regarding NOAA's PMF training & development program; & • Get assistance with Individual Development Plan (IDP) development.
NOAA PMF Orientation • Dates/Location: • 1 session is typically held in Silver Spring, Maryland in the autumn. • The Class of 2006 Orientation will be: November 15-16, 2006 (Wednesday – Thursday) in Silver Spring, MD
NOAA PMF Orientation • Cost: • There is no cost to your office. • No travel orders are necessary. • The only exception is if you are duty stationed outside of the Washington D.C./ Silver Spring, MD metro area or if you are on a developmental assignment in the field during the Orientation.
NOAA Leadership Seminar (NLS) • Description: • In either year of the fellowship, you are required to attend the NLS as a staff member. • The NLS is a 3-day program held at least annually for 140 NOAA GS 13/14/15 (& equivalents). • NLS staff slots for PMFs do not count against the total slots allocated to each Line/Corporate Office. • How you will benefit: • Increase your knowledge & insight of current NOAA initiatives & drivers, including Planning, Programming, Budgeting, & Execution System (PPBES) & NOAA’s goal teams. • Network with other participants & NOAA senior leaders. • Enhance your effective leadership skills.
NLS • Dates/Location: • There will be 1 NLS in 2007, held in the late summer. • First priority for PMF staffing will be given to Class of 2005 Fellows.
NLS • Cost: • Your lodging & meal expenses are paid for by the NLS itself at no expense to your office. • Your office is responsible for your transportation expenses to & from the event, a nominal M&IE rate of $3.00/per day, plus any incidental expenses authorized. • Travel orders are necessary to attend the NLS.
Supervisory Training • Description: • You are required to complete 40 hours of supervisory training in either year of the fellowship. • How you will benefit: • Develop & enhance your management, communication & supervisory skills. • Practice skills & insights that foster effective leadership • Get assistance in transitioning from individual contributor role to supervisory/ management position.
Supervisory Training • Supervisory Course Target Audiences: • Most supervisory courses will be geared to employees at the GS-13 level (or equivalent) & above. • Don’t let the "target audience" dissuade you from taking a course.
Supervisory Training • Supervisory Course Training Vendors: • The following courses meet the 40 hour requirement. • You & your supervisor can also pursue an alternative course as long as it meets the criteria listed on the previous page. • The course can be taken either through NOAA or an external vendor. • If you are uncertain if a course would qualify for the requirement, e-mail a description of the course to the NOAA PMF Training Program Manager for review.
Supervisory Training • Cost: • Varies on the vendor selected & is the responsibility of your office. • If you must travel to take the course, travel expenses, per diem & lodging must also be paid by your office & travel orders will be required.
Supervisory Training • Recommended Course: “NOAA's Leadership Training Program: Intro to Supervision” • Description: • Internal NOAA 5-day (40 hour) course designed specifically for new supervisors. • How you will benefit: • Learn what you can do to motivate your work groups to meet new challenges; • Learn what roles you play as a first line supervisor & what your responsibilities are in working with employees of all types; • Promote self-understanding; & • Enhance insights into interpersonal communications, motivation, delegation, & conflict management.
Supervisory Training • Dates/Location: The following sessions will be held from 8:30am-4:00pm in SSMC2, Room 2358 (Silver Spring, MD): • December 4-8, 2006 (Monday – Friday) • March 26-30, 2007 (Monday – Friday) • June 11-15, 2007 (Monday – Friday) • The following session will be held from 8:30am-4:00pm in SSMC3, Room 4527: • August 6-10, 2007 (Monday – Friday) • Cost: • $550 per person
Supervisory Training • Recommended Course:Supervisory Leadership Seminar (Split Program) • Week 1: Supervision, Gaining Fundamental Tools & Techniques • Week 2: Leadership, Gaining Fundamental Tools & Techniques • Description: External OPM courses designed specifically for new supervisors. • You can take both courses as a 2-week unit, or either week can be taken alone. • One course alone (5 days, 40 hours) meets the supervisory requirement.
Supervisory Training • How you will benefit: • Acquire & practice basic supervisory & leadership skills & tools; • Participate in self-assessment activities, small group discussions, & share best practices; • Understand the hiring process, recruiting, & managing; • Learn the basics of project management & position description development; • Learn how to diagnose & address problem situations & poor performance; • Develop various leadership styles & team building techniques; • Coach, communicate, & give feedback more effectively; and • Learn to value human capital & create an inclusive environment.

Elective Training • Description: • You are required to complete 56 hours of elective training in either year of the fellowship. • Courses can be taken either through NOAA or external vendors. • To get ideas about potential classes, ask: • PMF alums within your Line/Corporate Office, • Your supervisor; & • The NOAA PMF Training Program Manager. • E-learning courses & OPM-Sponsored PMF Forums also count toward the elective training requirement. • How you will benefit: • Develop & enhance the skills you will need for your target position.

Elective Training: E-learning • Fellows can access the NOAA Learning Management System at: http://e-learning.doc.gov/noaa. • NOAA students can access over 1500 courses covering a wide range of business & technology topics free of charge including: • Project management • Leadership • Team building • Strategic planning • Communication • Human resources • Economics • Financial services • International business
Elective Training: OPM Sponsored PMF Forums • Count as 8 hours each • Open to all current Fellows • Attendance is voluntary • Provide valuable information on specific content issues such as: • Federal budget • Health care challenges • Leadership issues • Budget analysis • Conflict resolution • The first Forum, titled “Meeting HR Challenges: A Discussion of 21st Century Approaches to Attracting & Retaining Talent in Public Service” was held on Tuesday, September 19, 2006. • The Forum offered sessions on strategic human resource challenges, career pattern initiatives, ethics, & managing your career, & was attended by over 80 Fellows from many agencies. • Fellows will be notified via email from OPM with information on the next Forum & must rsvp to register.
Elective Training • OPM would like current Fellows to volunteer to host a Forum on a topic of interest at their agency. • OPM staff will work with the Fellows to plan the agenda, recruit speakers, & organize the day. • Fellows interested in hosting a PMF Forum should contact the NOAA PMF Training Program Manager for more details. • Cost: • There is no cost to the Fellow’s office to attend these Forums unless travel & per diem expenses are necessary.

Elective Training • Recommended Leadership Course: “OPM’s Leadership Potential Seminar: Developing Future Leaders” • Description: • External OPM 10-day (80 hour) course designed to assist agencies in their leadership succession planning through early development of current & future managers & leaders. • This course is recommended for PMFs.
Elective Training • How you will benefit: • Discover the mandate to lead; • Develop increased awareness of self & others; • Develop skills in effective communication & feedback; • Understand & enhance capacity for self-authorship & sense of personal authority; • Learn the traits necessary for long-term leadership growth; • Learn to lead others without relying on traditional authority; • Understand the President's Management Agenda as context & opportunity for individual leadership within Government today; & • Learn & practice leadership's strategic skills in influencing, negotiating, goal setting, & problem solving.
