IPY Planning background • International planning conducted by International Council for Science (ICSU) and the World Meteorological Organization (WMO) • Dr. David Carlson - Executive Director of the IPY Secretariat in Cambridge, England • National Academy of Sciences (NAS) has spearheaded the U.S. IPY activity • NSF designated by OSTP to catalyze and coordinate U.S. agencies’ planning.

Vision for IPYInternational Council for Science (ICSU) National Academy of Science (NAS) • Intense, time-limited (March 2007- March 2009) campaign of polar observations, research, and analysis • Multidisciplinary in scope and international in participation • Opportunity to move beyond traditional borders – whether national borders or disciplinary constraints – toward a new level of integrated, cooperative science U.S. Antarctic Program, New Investigators Workshop

Unique aspects of IPY emphasized for 2007(from NAS/NRC Vision and ICSU) IPY 2007 –2008 studies should: • assess large-scale change and variability in the polar regions • pioneer polar studies of coupled human-natural systems • explore new scientific frontiers from the molecular to planetary scale • invest in critical infrastructure to leave a legacy for the nation and northern residents • increase understanding of the importance of polar regions in the global system; advance general scientific literacy • help the US science community and agencies to participate as leaders in the IPY
