4. A brief recap… Tripling of ESOL nationally 2001-5
Sept 2007 – fees introduced
Review of ‘ESOL in Manchester’ commissioned by LSC Sept 2007
May 2009 – ESOL: The New Approach introduced
Locally identified priority ESOL learners
‘ …priority groups will vary in each locality, and …local authorities, and their partners, are best placed to know who the priority groups are.’
5. The New Approach… Each LA has to write an Action Plan for ESOL
Identify priority groups
Consider gaps
Pull together all funding and services
Drive up demand amongst priority groups
6. The New Approach… No additional funding available for implementing the new approach
SFA will remain responsible for allocating current FE ESOL budget
‘The government’s new approach is not expected to affect funding levels to providers, certainly within the first year (2010/11); however, we do expect those providers who are delivering ESOL provision to change their methods of delivery, ie more intensive delivery, delivery within the community, evening and weekend delivery for those at work etc.’ (LSC)
