ProtocolsDefinitions Transmission Formula Rate Transmission Formula Rate – 2012 ATRR • “Rate Year” • is defined as January 1 through December 31 (2012) • “True-Up” • is completed on or before June 15 each calendar year. • based on historical (actual) data - primarily Form 1 data from 2010 • “Annual Update” • calculates the ATRR and Formula Rate for new Rate Year (2012) • uses historical data collected during “True-Up” Phase • adds in the projected data • is calculated and posted on or before October 15 each calendar year.

  15. “True-Up” UpdateGeneration Leads Exclusion Transmission Formula Rate – 2012 ATRR • In 2010, a transfer of transmission plant that was solely for generation leads was completed. This transfer was made from Transmission Plant to Generation Plant. • In prior years, this transmission plant was excluded from the TFR calculations [AGR, Page 3, Line 3]. In 2009, the amount was $2,330,375. • Since these assets were removed from transmission plant in 2010, there is no need to exclude in the TFR. • This impacts the Transmission Plant Allocator (TP) in the TFR. The 2010 TP Allocator is now 100% (1.0000) in comparison the 2009 TP Allocator of 99.76% (0.9976).

  17. “True-Up” UpdateTrue-Up Amounts Transmission Formula Rate Transmission Formula Rate – 2012 ATRR June 15, 2011 “True-Up” Update (posted June 15, 2011) During this update, a comparison of the 2010 Projected ATRR and 2010 Actual ATRR was calculated. The difference was $4,482,742. This was an under-collection before interest. During the “Annual” update (posted on or before October 15, 2011), the interest will be applied to the “True-Up” amounts. The True-Up Amounts with Interest will be applied to the 2012 ATRR.
