Highway Garage Committee In February 2016, the Town Board created a Highway Garage Committee to address the needs for a new Highway Garage. The committee included evaluating the needs of a new garage, as well as a search for potential sites for a Highway Garage. The 7 member committee was comprised of board members, highway superintendent, engineer, and members of the public. 8 total meetings were held 4 site visits were conducted to visually inspect potential garage site candidates. Since the final committee meeting, the Town has been contacted by 1 additional property owner regarding a site.
Site Selection • Committee agreed that current site was not conducive to the long term sustainability of the Highway Department. • Post Cards were sent out to property owners within the Town that owned parcels greater than 3 acres. • Town received 15 responses of interest. • Committee created a matrix to review and score each potential site. • After conducting an initial scan of the properties, 7 of the 15 sites were initially identified as potentially suitable. • 3 of the 7 sites were then voluntarily removed by the property owners, leaving 4 sites to consider. • The committee then conducted additional site visits to each of the 4 sites to continue the evaluation as a potential for Highway Garage.
Potential Sites • Tim Cole/Iron Will Farm – Approximately 24.5 acres containing over +/- 27,000 sf of building space located at intersection of NYS Route 22 and Haight Road. • Kotas –Approximatley 10 +/- acres of vacant land to be subdivided from 90+ acre site. Located off of NYS Route 22 just south of Sawchuck Road. • Dutchess Diesel – Approximately 3.9 acres, containing existing buildings, located on NYS Route 22. • Huntington/Kildare – Approximately 24 acres located off of South Maple Avenue. • Trotta – Approximately 9.4 Acres. Located on Route 44 near the Connecticut State Line.
Tim Cole / Iron Will Farm Site • Site contains large amount of land, however the land contains both federal and NYS DEC regulated wetlands that are close to the building. • The main barn building that would be utilized for storing vehicles requires significant upgrades such as a concrete floor, building insulation, overhead doors, heating, etc. • Although the building in its entirety contains over 27,000 SF of floor space, based on the building configuration, it is not conducive to the easy manuverability of highway equipment in and out of the storage area. • Due to the existing grades in front of the building, vehicular access into the front of the building off of Route 22 would be difficult and would require earthwork.
Kotas Site • Site contains large amount of land. The existing property will need to be subdivided to create a 10 +/- acre parcel for a Highway Garage. • The site is located off of Route 22, that provides a buffer to the highway behind a few residential properties. • A new building would need to be built with new utilities.
Dutchess Diesel • Site contains a pair of large buildings currently being used as a commercial vehicle repair facility. • Purchasing only 1 of the 2 parcels would make it difficult to provide adequate space for a highway facility. • Both parcels would need to be purchased in order to have enough room for storage of materials and also a salt building location. • Building is located along NYS Route 22. • Site currently has equipment lift as well as oil/water separator. • Personnel would be split between both buildings. • Town would need to maintain 2 aging buildings.
Huntington Kildare Site • Large 27 acre site with rolling topography. • Drive site access onto South Maple Avenue would be difficult due to site distance issues and large driveway cut. • May require a driveway easement with adjacent property to allow for access. • Site contains a large barn that would be a liability and would need to be removed.
Trotta Site • Site is vacant, containing approximately 9.4 acres. • Site contains existing water body, watercourse, NYSDEC wetlands (MT-12), that severely restrict the usable area of the site for development. • Additional wetland vegetation appear beyond the mapped area of the NYSDEC wetland. Therefore the wetlands area will need to be mapped, and verified. • The additional 100 foot buffer area beyond the NYSDEC wetland reduces the usable area to approximately 2 acres. Again area will need to be verified. • The site contains portions of NYSDEC Wetland MT-12, the same wetland complex that had been identified in the past as potentially containing endangered species.
