PREPARATION FOR LARGE SCALE WIND INTEGRATION IN SOUTH EAST EUROPE Goran Majstrovic Davor Bajs Energy Institute HRVOJE POŽAR Croatia www.eihp.hr Joint TSO – Utility RegulatorWorkshop on Integration and Cross Border Trade of RES in Regional Transmission Networks March 8-9, 2011, Istanbul, Turkey
BACKGROUND • Since 2001 - Regional Transmission System Planning Group • (SECI/USAID) • “Regional Electricity Interconnection Study”, 2002 • “Regional Balkans Infrastructure Study (REBIS) – Electricity and Generation Investment Study (GIS)”, World Bank, 2004 • „Evaluation of Investments in Transmission Network to Sustain Generation and Market Development in SEE” 2007 • “Transmission Network Investment Criteria”, 2007 • “Uncertainties in the SEE Transmission Network and Evaluation of Risk For Future Infrastructure Investments”, 2009 • “Preparation for Large Scale Wind Integration in SEE Power System “, 2011
SCOPE OF WORK • collecting of all relevant studies and analyses that have been prepared so far on this topic within the regional countries, • collecting WPP project data on the national levels for different project development phases (wind capacity measurements, licensing phase, construction and operation phase), • collecting and comparison of experiences on wind atlas or wide area wind measurements in every single country, • collecting and comparison of the rules and experiences on ancillary services in regional countries and its applicability for large scale WPP integration,
SCOPE OF WORK • collecting and comparison of the standards and regulations currently in force in the region that apply for connecting new WPP to the grid should be briefly evaluated in the context of international experiences and, as applicable, recommendations for their further development, • collecting and comparison of the existing balancing rules and experiences as well as regulation abilities in each power system in the region and estimated additional balancing/regulation power needs, • identification of changes in current grid operating and planning rules and procedures and recommendations for their further development,
SCOPE OF WORK • suggestions on main provisions of common regional technical requirements for WPP connection and operation (regional wind grid code), • steady-state analyses identifying possible transmission grid constrains and need for grid reinforcement due to expected WPP integration in several development scenarios for 2015 and 2020.
PROJECT ORGANIZATION Questionnaire: 27 questions 12 TSOs responded → 27 x 12 = 324 basic inputs Task Groups Task Group 1: network analyses (TSO of Serbia, BiH, Bulgaria and Croatia) Task Group 2: WPP technical requirements (TSO of Romania, Montenegro, Macedonia, Albania, Turkey and UNMIK) EIHP & EKC to prepare the study report USEA/USAID project financing and coordination
