WHAT ARE THE GENERAL TENETS OF PUBLIC PROCUREMENT OVERSIGHT BODIES They are: Established to Push Through Difficult Reforms Not popular with Non reformists Operate in capacity constrained environments
HOW THEN TO SUCCEED? FOCUS ON INTERNAL STRENGTH FIRST • Cleaner than “Caesar's wife” • Modern management techniques (transparency, use of technology) • Strong credible management • Inculcate a culture of performance
HOW THEN TO SUCCEED CONT…. ON PROGRAMMES • Inculcate proper programming and planning • Focus on a couple of transformative initiatives (e.g; E-Procurement, professionalization) • Establish early credibility (but pick your fights carefully)
