The Plan Submittal Process for New Stand Alone Buildings Building Plans including BTR required fire protection details are submitted for building permit Once building permit is issued the developer can begin building construction A permitted FP contractor must submit the “shop” drawings for approval prior to framing inspection Once approved these shop drawings are issued an installation permit.

Why 2 Systems • Does not hold up developers from breaking ground waiting for fire alarm drawings • Reduces the opportunity for change orders by having the FP systems designed according to “approved” plans • Provides Quality Control by ensuring that a “permitted” FP contractor is doing or at least responsible for the work. • TI construction moves too fast to have FP installation drawings deferred

  6. What is the BTR • Board of Technical Registration • Regulates the Professional Registrants • If a registrant feels that they are qualified to design the BTR allows them to do so • They only follow up after a complaint • Sets Rules about what must be done by professional registrants

  7. BTR Requirements • Fire Alarm • Determine system type • Determine applicable codes • Determine device type and locations • Prepare generalized riser diagram • Coordinate interface with other systems • Develop system specifications

NFPA 72 requirements 4.3.2 System Designer. • 4.3.2.1 Fire alarm system plans and specifications shall be developed in accordance with this Code by persons who are experienced in the proper design, application, installation, and testing of fire alarm systems.  • 4.3.2.2 The system designer shall be identified on the system design documents. Acceptable evidence of qualifications or certification shall be provided when requested by the authority having jurisdiction. Qualified personnel shall include, but not be limited to, one or more of the following:  • (1)      Personnel who are factory trained and certified for fire alarm system design of the specific type and brand of system being designed   • (2)*      Personnel who are certified by a nationally recognized fire alarm certification organization acceptable to the authority having jurisdiction. • (3)      Personnel who are registered, licensed, or certified by a state or local authority

BTR Requirements • Sprinkler Systems • Consider the range of hazards of the project • Prepare a hazard analysis • Identify the hazard classification • Special hazards • Determine applicable codes • Ascertain the availability and adequacy of the water supply • Determine appropriate design density and area of operation for each hazard

City of Peoria Fire Code • Section 105.7.13.2Any person, corporation, partnership or other entity engaged in the business of design, install, monitor, sell, or service within the City of Peoria shall, obtain a permit from the Fire Department. The permit application shall include the following: Copy of State and City license, and Copy of Certification.

  11. Fire Alarm Installation • Must be directly supervised by a • NICET II person • CSA Certified person

  12. Sprinkler Installation • Must be directly supervised by • CSA Certified person

Submitted Questions/Concerns • Lead Time – • Average turn-around time for 2006 was 11 days • Duct detector test report – • If duct detectors are required and were included in the design they must be functional at time of final fire alarm test. • Electrical inspections not conducted until fire alarm drawings are approved – • Once this inspection is conducted the sheetrock goes on and everything is covered up.

Submitted Questions/Concerns • Move in ready suite designs incur additional step/penalty – • If no walls are being moved or added there is no need for FP plans • Fire inspection conducted for a tenant and the tenant was billed. Land lord did not call for an inspection and an inspection was not required at that time. • A final fire inspection on a newly constructed building or TI is not the same as the annual fire inspection process

  15. Submitted Questions/Concerns • Is the problem with the fire protection systems with the design or with the contractor – • First the design must be correct then we hold the contractor accountable. • Moved the issues from the final inspection to the beginning of the process.

Submitted Questions/Concerns • What are the issues that the plans examiners seeing between the conceptual and shop drawings? • Some engineers send in more details than what is required. • Engineer’s drawings are general device information • Many times does not have access to manufacturer’s information (proprietary) • Lacks specific code knowledge • The installing contractor needs to submit drawings that are for the specific system being installed • Wiring methods • System specific nuances • Device loads • They have the required permit to do the work
