  1. 2006/07 ANNUAL REPORT HIGHLIGHTS

  2. PROGRAMME: COMMISSIONERS • Briefings and meetings held with Parliament. • Oversaw preparations of hearings (Violence in Schools, Initiations and launch of Right to Basic Education report). • Commission represented at the local and international conferences eg, 4th International Conference for Information Commissioners in Manchester. • Strategic interventions eg, visiting rural communities • Presented local and international Papers eg, at the Kennedy School of Law, Harvard University on National Human Rights Institutions and the Criminal Justice System and on Human Rights in post Apartheid SA.

PROGRAMME: COMMISSIONERS • Took part as panellist on Human Rights in Dialogue between civil society groups and UN Secretary General • Finalised opinion on whether Mr Ronnie Kasrils had engaged in hate speech by comparing some of the methods used by Israel in its war with Lebanon to that of Nazi Germany.

PROGRAMME: CEO • SUB-PROGRAMME: STATEGIC MANAGEMENT • Hosted 5 international delegations including South Sudan, Kenya and Tanzania Human Rights Commissions. • Hosted community dialogues and a conference on Crime and its impact on Human Rights. • Media intervention: See MCU report. • Presented numerous local and international conference papers (South Korea; Bolivia and New York).

  5. PROGRAMME: CEO • SUB-PROGRAMME: FINANCIAL MANAGEMENT • Monthly reports submitted National Treasury every month. • Held risk management workshop conducted by PWC. • Held 3 meetings with newly appointed Audit Committee members during 2006/07.

  6. PROGRAMME: CEO • SUB-PROGRAMME: FINANCIAL MANAGEMENT • The total expenditure against the allocation of R49,220,000.00 for the year 2006/07 is as follows: • Total operational expenditure = R47,509,740.12 • Total Assets Acquisitions = R 1,887,804.00 • TOTAL R49,397,544.12

PROGRAMME: CEO • SUB-PROGRAMME: PARLIAMENTARY LIAISON & LEGISLATION MONITORING • 15 submissions on draft legislation and briefings (e.g. briefing on farm dweller evictions; SAHRC RBE Report; Briefing on Women & Children in Prison; Civil Unions Bill; Sexual Offences Bill & Persons with mental disabilities) • Attended 75 parliamentary committee meetings. • Held 15 workshops/seminars ( Roundtable “Participation in Parliament”)

PROGRAMME: CEO • SUB-PROGRAMME: MEDIA AND COMMUNICATIONS • More than 200 000 publications printed and distributed. • All SAHRC reports translated by the Dept of Arts and Culture into all official languages. • Media monitoring activities done internally and also externally through GCIS. • On average 3 appearances weekly in the media. Partnered with SABC and Motsweding Fm for coverage during Human Rights Month. • Website hits averaged just over 280 000 per month.

PROGRAMME: CEO • SPECIAL PROGRAMMES: CO-ORDINATORS • 41 Media enquiries/interviews. • In March 2007, the Commission participated in a DQA process at Weskoppies Hospital to investigate child rights violations. • Draft policy on the elderly offenders & Social Housing Bill. Other inputs made to the Department of Social Development for the training manual of the older person’s bill. • Monitoring tool developed for old age homes. Nine monitoring visits (old age homes & luncheon clubs) executed. • Training internal legal services staff and other stakeholders in Refugee Law to enhance the skills and knowledge levels and spread the service provider base in order to respond more effectively to human rights violations and complaints by refugees and asylum seekers seeking redress.

PROGRAMME: CEO • SPECIAL PROGRAMMES: CO-ORDINATORS • Increased visibility and representation of the SAHRC in the HIV/AIDS field. • Strategic and collaborative interventions in Masiphumelele, Cape Town and Motherwell, Port Elizabeth to address the violent attacks on Somali nationals. • Sustained peace building initiatives culminated in a reconciliation ceremony on 21 March to mark Human Rights Day in Masiphumelele, and the Motherwell awareness and tolerance building initiatives continue.

PROGRAMME: CORPORATE SERVICES • SUB-PROGRAMME: HUMAN RESOURCES • A three-year training and development plan has been developed. • Conducted a staff Barometer Survey/Organisational Health Survey. • A new Job Evaluation System called JE Manager implemented • Job evaluation conducted to more than 40 positions

PROGRAMME: CORPORATE SERVICES • SUB-PROGRAMME: ADMINISTRATION, SUPPLY CHAIN MANAGEMENT AND IT • Head office telephone management system replaced for effective monitoring, control and accessibility by the public. • E-Learning Blue-print tender awarded to the Learning Resources Group. • Tender awarded to Price Waterhouse Coopers to evaluate IT for improved service delivery. • IT Policy adopted and implemented. • Free State office moved to new premises. • Pastel Evolution introduced for effective asset management .

PROGRAMME: OPERATIONS • SUB-PROGRAMME: EDUCATION, TRAINING AND PUBLIC AWARENESS • 29 exhibitions and 17 campaigns held. • 198 interventions for rural communities • Conducted 127 internal seminars/roundtable discussions • The process of developing a document on “Norms and Standards” is ongoing. • Phase 1 of the e-Learning solution completed and 4 learning solutions developed: PAIA, PAJA, PEPUDA and the Human Rights Induction Portal.

PROGRAMME: OPERATIONS • SUB-PROGRAMME: LEGAL SERVICES • Conducted public hearings on Violence in Schools. • Conducted public hearings on Initiation Schools in collaboration with the CRL Commission and the House of Traditional Leaders. • Launch of the Right to Basic Education Report • Introduced a complaints management system, Flowcentric (see demo)

PROGRAMME: OPERATIONS • SUB-PROGRAMME: LEGAL SERVICES • Litigation • Disability:Attorney in wheelchair not able to access court to appear on behalf of client. • Race: Complainant evicted from holiday resort because was accompanied by two Black children. • Abuse: Complainant’s daughter raped by teacher who upon payment of bail resumed teaching. • Subpoena hearings • Equality, Housing, property:Complaint lodged on unlawful eviction and racial slurs

PROGRAMME: OPERATIONS • SUB-PROGRAMME: RESEARCH AND DOCUMENTATION • The 6th ESR report was launched on 21 August 2006. • Monitored Equality Courts in all provinces. • Hosted the second Equality Indaba. • Hosted PAIA Indaba. • Launched the Deputy Information Officers Forum • Hosted the inaugural Openness Awards in collaboration with the Open Democracy Advice Centre (ODAC) (see overall results). • 809 titlesborrowed, 306 acquisitions & 887 subscriptions

OPENNESS AWARDS: DIFFERENT AWARDS • A Public institution that has promoted access to information and fully implemented PAIA through crafting of enabling policies and organizational procedures (Openness & Responsiveness Award) • A Deputy Information Officer (Public) that has performed well in execution of his/her duties in terms of PAIA (Deputy Information Officer of the Year Award) • A Citizen/organisation that has been a frequent user/promoter of PAIA (Right to Know Activist of the Year Award) • A journalist that has written the best story on the use of PAIA (The Best Media Usage/Engagement with PAIA)

PROGRAMME:SPECIAL / DONOR-FUNDED PROJECTS • Civil Society Advocacy Programme (CSAP) • CSAP provides support to the SAHRC so that it may provide active advocacy support within its mandate. • Benefits: • Landscape study conducted in 2006. • Training and Development Needs Assessments conducted in 2006. • A review and assessment of the Communication Strategy of the SAHRC conducted in 2006. • A review and assessment of the outreach and advocacy programme of the SAHRC conducted in 2006. • Recruitment of a new Community Outreach and Advocacy Unit, which provides extra human resources at national and provincial levels to conduct community outreach and advocacy across SAHRC programmes.

  27. PROGRAMME:SPECIAL / DONOR-FUNDED PROJECTS • Utility value of the CSAP SAHRC Landscape and other reports has been significant. The Landscape report is accessible on the SAHRC website. • The Parliamentary Review Committee on Chapter 9 Institutions used both the SAHRC Landscape and TDNA reports as baseline data. • The reports provided valuable reflective space for introspection within the SAHRC – there has been huge appreciation within the SAHRC regarding the gaps identified.

PROGRAMME:SPECIAL / DONOR-FUNDED PROJECTS • COMMUNITY OUTREACH AND ADVOCACY (COMOUT) • Undertook involvement in Community Development initiatives such as the Community Development Policy Document on 19 and 20 March 2007. • Was a member of the task team that is dealing with the Somalian Refugee Crisis in the Eastern Cape. • Visit to Letlhabile Advice Centre for Network Against Domestic Violence and Child Abuse in the North West Province.

PROGRAMME:SPECIAL / DONOR-FUNDED PROJECTS • COMMUNITY OUTREACH AND ADVOCACY (COMOUT) • Conducted field work and national dialogues together with NACHRET in the following areas: • North West Province – Makapanstad, Ratjiepane, Kgomo-Kgomo and Mathiebestad. • Gauteng - Ekhuruleni communities and Municipality visited • Eastern Cape – Mount Fletcher and Maclear as well as Ugie and Katkop were visited and received training on human rights.

PROGRAMME:SPECIAL / DONOR-FUNDED PROJECTS • INFORMATION MANAGEMENT SYSTEM • Conducted Records and Information Management Audit • Conducted Information Security Audit and drafted the IT policy • Drafted a File Plan and Records Management Policy and submitted to the National Archives and Records Services of South Africa for approval • Procured the Electronic Document and Records Management System (EDRMS)
