Closing the Achievement GapUsing Safe HarborTo Target Students Not Making AYP • OBJECTIVES • Discuss the procedures for SAFE HARBOR • Estimate Annual Measurable Objectives (AMO) Targets • for 2008-2009 October 23, 2008 Information for this presentation are adapted from CDDRE (2008) handouts. Title I 2008
Critical Numbers* * Details to make better decisions about targeting students, school grades, AYP and student learning.
Reference Slide 3 Red arrow = regular AYP Green arrow = Safe Harbor Regular AYP • How many subgroups does the school have? • What % of the students were tested? • Which subgroup did not make AYP in reading? • What % met the writing criteria? (90%) SAFE HARBOR • What % decrease was obtained for reading from 2007 to 2008?
SWD Subgroup for Reading10% decrease SWD Subgroup 15% of total tested in reading .62 * .10 = .062 = 6.2 % 62.0 - 6.2 55.8 Compare obtained (55) to 55.8 = 10% decrease met Total tested = 284 SWD subgroup = 64 284 X .15 32.60
Flow Chart of Qualifying for Safe Harbor • WRITING 90, +1 • 90% to 100% or • 1% growth (0% to 89%) NO STEP 1 • 95% participation rate in each subgroup and whole school • Graduation rate: 1% improvement or 85% or higher (high school only) • School grade not D or F Did not make AYP YES STEP 2 • SUBGROUPS 1+8, 30/99/15 • 100 or more students is a subgroup • 30-99 is a subgroup if 15% of tested • Less than 30 is not a subgroup NO YES STEP 3 Made AYP % scoring below proficient decreased by 10%
Guide to Examining Safe Harbor: Questions to Ask • Did the school meet the Writing criterion? • Was there 95% participation in each subgroup and whole school? • Did the school meet the graduation rate criterion? • Are there at least 100 tested in each subgroup? If 30-99, does it represent 15% of the total tested? Are there less than 30? • Did the school receive a “D” or “F” grade? • Was there a 10% reduction in the % of students who were non-proficient in the previous year?
How can a school use safe harbor information?-- Estimate focus for Writing
Practice: Estimate focus for Writing for your own school (5 minutes)
Practice: Estimate focus for any subgroup in reading/math (5 minutes) How many students should meet the proficiency target? _______
Summary: Guide to Qualifying for Safe Harbor • Meet AYP in Writing: 90%+ or 1% improvement • 95% participation rate in each subgroup and whole school • School has met the graduation rate criterion. • Subgroups = 100 ok, 30-99 must be 15% of total tested, less than 30 = no • School is not “D” or “F” • SAFE HARBOR = 10% reduction in the number of students who were non-proficient in the previous year.
