BACKGROUND The safeguards compliance of the overall original project (FADAMA III) is satisfactory and the implementation arrangements for the Fadama III AF+ remain the same as in the parent project. The FADAMA III AF project is a Category “B“ Project as the Project Development Objective, basic project design and implementation arrangements of the project. The anticipated significant adverse environmental and social impacts that would result from the implementation of the project are expected to be minor, site specific, and relatively easy t avoid or even prevent and mitigate to acceptable levels. No changes in the environmental and social safeguard Institutional and Implementation arrangements at the NFCO level.
UPDATED SAFEGUARD INSTRUMENT The following safeguards documents were prepared and disclosed for the Third National Fadama III Development Project and will be used in the in AF+ • Environmental and Social Management Framework [ESMF] • Resettlement Policy Framework [RPF] • Integrated Pest Management Policy [IPMP]
WHAT WE ARE DOING..atthe environment • We basically work supervision and guidance from theWorld Bank,Federal Government, State and local Government as the case may be,in ensuring compliance with all the environmental and social polices that will translate in to action, with acceptable minimal negative impact from any development under a Fadama projects. • We have prepared and submitted the screening report for the I00ha land to World Bank , which is cleared • We are presently preparing the ESMP for the 100ha catchment areas of cassava plantation, for proper compliance and monitoring • We are reviewing the Audit Reports for Fadama III projects (less than five state submitted) • We have prepared and submitted the environmental Guideline Study for the Fadama AF+ ToR
HOW WE ARE GOING TO DO IT • Incorporation of environmental and social safeguard issues in all business plan to identify areas/activities that will trigger Safeguard issues. • We also working on the Components on the AF+ PAD to apply Environmental and Social safeguard where applicable. • Alignment of the esmp with safeguards instruments for the Fadama III AF +
WHAT WE WANT TO ACHIEVE • To guarantee that environmental and social safeguards aspects be closely monitored during and after project implementation, and to also monitor recommendations translated into actions • To make sure that Occupational Health and Safety of the farmers is not neglected, especially with regard to the use of agrochemicals inputs, use of Personal Protective Equipment and waste management • To ensure compliance of Revised Pest Management Plan(PMP) for optimal yield • Social safeguards instruments will guide the mitigation and compensation of adverse social impacts and in particular, the RPF which will guide the development of Resettlement Action Plans
Safeguard Policies triggered The safeguard Policies triggered in Fadama III, are the same with with Fadama III and AF • Environmental Assessment (OP/BP 4.01), • Natural Habitat (OP/BP 4.04) • Forests (OP/BP 4.36) • Pest Management (OP 4.09) • Physical Cultural Resources (OP/BP 4.11) • Involuntary Resettlement (OP/BP 4.12) • Projects on International Waterways (OP/BP 7.50) by FADAMA lll are those triggered by FADAMA lll AF activities which may involve :
Safeguard policies cont…. • Component 2: Small-Scale Community-owned Infrastructure. • which may involve (a) Rehabilitation of surface water and limited construction of new small-scale irrigation schemes and borehole schemes (land leveling and grading, design works, repairs of generator houses and generators, clearing of water courses, such as desisting, sinking of new boreholes, construction of pump houses, installation of new power generating sets, and infrastructure to ensure the integrity of the schemes, installation of limited new and rehabilitation of existing irrigation infrastructure, including main and secondary canals, drainage structures and pumping stations; and provision of access roads (b) Groundwater irrigation schemes & (C) Other infrastructure support - market infrastructures to clusters, rehabilitation of access roads and culverts • Component 5:Tackles the exclusion of gender and youth that is so important to the to the project this intervention provide opportunity for rural women and youth that are key to the project.
