BACKGROUND • AAS is to strengthen the coordination of Component III & IV activities – Component III will focus • procurement of advisory services to transfer know-how on proper utilization of • factors of production (fertilizers, improved seeds and agricultural machinery) • associated downstream activities. • Inputs support a one-time grant for up to a maximum of two years • Component IV is to finance additional activities such as • REFILS and related activities targeted towards the production • links to the ARTTC system being funded by WAAPP • integration of nutritional advice/information to extension delivery • adaptive research and on-farm demonstrations • quality control and assurance for extension service delivery by FDAE • strengthening capacity for extension delivery; and • seed multiplication
OBJECTIVE • Delivery of advisory services responsive to the needs of Fadama users in production, processing, marketing, and supply chain management • Purchase rural advisory services from both public and private sources. • Support to farmers to access inputs ( matching grant, risk sharing and building savings) • Support ADPs, on-farm research & demonstrations • Promote of E-extension and Nutrition sensitive agriculture
What to do.... • Provides technical assistance to clusters groups, guidance in capacity building through training of Production Clusters and Economic Interest Groups (EIGs) to equip them with skills and the know how to carry out participatory planning, implement, operate and maintain sub project • Provide technical assistance in socially inclusive and participatory development of Business Plans (BPs). • Facilitates the provision of technical assistance, training, experience, sharing and knowledge exchange opportunities to service providers with the aim of building professionalism and technical capacity in the provision of advisory services.
What to do.... • Partner with FDAE, ARCN, WAAPP, NASC & ADP to deliver on the expectations of the projects • Ensures that operational guidelines for extension and advisory services are complied with in the implementation. • Establishes and maintains linkages with other relevant projects and institutions operating within the production cluster with the aim of fostering complimentary interventions and ensuring cooperation if it enhances effectiveness.
HOW DO WE DO IT… Advisory Services: • articulate in the BP priority constraints and opportunities • Production groups (with oversight by the Production cluster) to invite proposals for the development of ASAs to address the constraints and opportunities identified in the BP • The Production Cluster to forward the proposals submitted by ASPs to the LFD for due diligence check • SFCO/SFTC to review and clear the BP containing the Advisory Services requests for implementation • SFCO to will arrange for the evaluation of the proposals • Production Group must pay its matching grant of 10% into the agreed Bank Account • Production Groups to implement with the recommended SP
HOW DO WE DO IT… Inputs support: • SFCO to identify and register competent Agro-dealers/inputs suppliers in the area • Production Group articulate in the BP its inputs requirement based on technical recommendation • Production Cluster to collate and forward the Production Groups BPs containing inputs request to LFD for due diligence check, • SFCO/SFTC to review and clear for implementation the BP containing the inputs request • SFCO to ensure enforcement of quality control regulations to protect farmers • Production groups and or Cluster must have a final say in selecting the dealer that provides the input. • Production Group must pay its matching grant of 50% into the agreed Bank Account • The use of the voucher system in paying for input support.
HOW DO WE DO IT… Agricultural Machinery Hiring Services: • articulate in the BP agricultural machineries constraints and opportunities of the Production Cluster • The Production Cluster to forward the BP to LFD for due diligence check • SFCO to review and arrange with AEHE unit or with competent and certified SP to deliver the services • Production Cluster to pay the requisite matching grant of 50% into the Bank Account • Production Cluster to implement with the recommended SP
HOW DO WE DO IT… Component IV activities: • SFCO/NFCO to identify and articulate the specific VC extension needs, on-farm research and demonstrations in a proposal • SFTC/NFTC to review and approve the proposal • World Bank to review and grant its No Objection for the implementation of the approved proposal • SFCO/NFCO to liaise, partner and collaborate with relevant agencies, research institutes, projects etc to implement the approved activities • SFCO/NFCO to prepare and submit reports of the implementation progress to SFTC/NFTC and the World Bank
WHAT RESULTS TO EXPECT… • Increased number of beneficiaries using Quality advisory services/extension and inputs support • Increased E-extension delivery • Increased number of Community Seed Multiplication by Production Groups • Improved Technology adoption • Productivity enhancement • Improved Nutrition sensitive agriculture awareness • Increased number of Nagri-preneurs
