NEC-directive addresses national governments • The NEC-directive addresses national governments and does not contain rules for individual installations. • Why this presentation? To give an understanding why certain rules are implemented in the Czech Republic.
What are national emissions ceilings? • Limits on the total amount of emissions of pollutants allowed from domestic industry • Limits that progressively reduce over a period of time • Shared limits that have to be allocated out amongst operators
National Emissions Ceilings Directive (2001/81/EC) • Aims to limit acidifying and eutrophying pollutants and ozone precursors by establishing national emissions ceilings for: • Sulphur dioxide • Volatile organic compounds • Oxides of nitrogen • Ammonia
Purpose of NEC Directive • By 2010: • Reduce ground level critical loads of acidification by 50% • Reduce the critical level of health related ground level ozone exposure by 66% • Reduce the critical level of vegetation related ground level ozone exposure by 33%
Requirements of NEC Directive • Develop a programme for the reduction of national emissions of relevant pollutants • Submit annual emission inventories for the relevant pollutants

Why do we need national NEC when there are other directives regulating the same emissions? • Focuses environmental policy more on outcomes rather than mechanisms • Less focus on technological performance • NEC gives certainty of outcome
DON’T FORGET • National ceilings provide an additional tool for providing a high level of protection of the environment as a whole but: IPPC installation limits must be set to protect local environments !
