What Is The CTN? A state wide broadband network dedicated to expanding health care access in rural and medically underserved communities Goal to improve clinical outcomes, reduce costs Governor’s Office designated UC as the lead agency. Currently being transitioned to an independent 501(c)3 non-profit corporation
CTN Funding Funded initially by a $22.1 million FCC/USAC subsidy through the Rural Health Care Pilot Program (RHCPP) Over 850 sites have been approved by the FCC/USAC for participation Additional matching funds: California Emerging Technology Fund $3.6 million United Healthcare $5 million California Health Care Foundation $2.0 million National Coalition for Health Integration $2.0 million
CTN Funding ARRA/BTOP Grant Award $9.1million from Department of Commerce/NTIA $4.7 million in matching funds Grant partner agencies include: UC Davis, UC Davis Extension, Community College District, CALHIPSO, State Libraries
Plans to expand to for-profit sites utilizing recently acquired ARRA/BTOP grant funding Selection of ARRA grant “Model Communities” will get underway during Q1 2011 Provides Telemedicine equipment for sites Education, training and workforce development funds Site selection scheduled for Q1, implementation 6/2011
CTN Benefits AT&T is the statewide master vendor Guaranteed QoS reliability for Health IT, HIE, EHR and telemedicine functions Equipment and network monitoring provided by AT&T HIPAA compliant privacy and security Aligned with key Federal and State agencies such as Cal HHS, Cal eConnect, CalHIPSO, HITECH-LA, RHITC, MediCal, etc CENIC connectivity to support internet access, NLR, Internet2, CDC etc
Capability to support multiple “meaningful use” applications including Health Information Exchange and interoperable EHRs Statewide pricing at rates better than State of California agencies receive No distance charges, same rates regardless of site location In the process of determining specific telemedicine and other applications now.
