  1. What is Kent County Council doing to better protect people as a resultof the Winterbourne case? January 2013

Specialist Hospitals Winterbourne View was a private specialist hospital service called an assessment and treatment centre What should we do? • Work with similar services in Kent to see that people there are safe and happy and that there are plans for community based services near to their family home • Find out how many Kent people have been placed in assessment and treatment centres and plan for community services

  3. In hospital for too long People at Winterbourne View were in there for a long time What should we do? • Make sure that these services work to help people get ready to move into the community • Work with the NHS to plan how to move people out of these services when they are ready

  4. What we know Local inpatient units in Kent are:- • Tarentfort Centre – low secure unit – average length of stay is 25 months • Brookfield Centre – rehabilitation service – average length of stay is 9 months • Birling Centre – assessment and treatment service – average length of stay is 7 months • Cedar House – low secure unit – average length of stay is 31 months All these services meet the Care Quality Commission standards of care and safety

  5. Out of area A lesson from Winterbourne View is that people placed out of county are more vulnerable and isolated What should we do? • Check that all people we have placed out of Kent have received regular visits and reviews and that the services are meeting their needs

What we are doing People placed out of area as service not available in Kent:- • 10 males and 9 females Monitoring of placements:- • Local commissioners meet with providers 4 times a year to look at performance and individual patient’s progress • 4 case managers monitor all out of area placements

Out of area Many people are placed in Kent from other areas What should we do? • We need to meet with those who place people in Kent and talk about their plans. • We need to protect people in these services and KCC is making sure that we have high standards of investigation when there are problems

Safeguarding There were 40 alerts in two years at Winterbourne View What should we do? • Make sure that everyone involved in safeguarding is clear about their roles and responsibilities • The right information sharing processes in place across health and care to identify and deal with safeguarding alerts

What we are doing • Safeguarding coordinators in Kent look for patterns in cases that might show something more serious is happening or could happen • Coordinators tell those who place people when safeguarding concerns happen and ask them to work with the service to protect people better • Case managers are told of any adult protection alerts • Commissioners are told about all serious incidents • Case managers meet with commissioners 4 times a year to report on individual placement progress • Need to agree arrangements for monitoring safeguarding between Clinical Commissioning Groups, KCC and providers

  10. Commissioning (1) One of the reasons given that people at Winterbourne View were placed far from home in a large hospital is that there were no local services able to take them

What we are doing • KCC , NHS commissioners and service providers will work together to plan how to make sure that there are high quality services for people in Kent with good support from health professionals • Report is being prepared for Clinical Commissioning Groups to spend less money on hospital care and more money on community services

  12. Commissioning (2) • Holly Lodge is a project designed so that people who challenge services can live in the community

  13. What we are doing • Holly Lodge will be for 2 people who where placed out of area and 3 people who are living in unsuitable settings • Funded by KCC and the NHS • Based in Hildenborough near Tonbridge

  14. Review Before the Winterbourne View report, KCC had systems in place to safeguard people

  15. What we are doing KCC and the NHS are reviewing these systems and using information and recommendations from the Winterbourne View Report to help us to protect people better

What we are doing • Current monitoring arrangements are sufficient • No additional reviews will be required • The number of case managers will reduce from 4 in Kent and Medway to 2 for Kent, Surrey and Sussex from April 2013 – this risk has been raised with the NHS Kent and Medway Safeguarding Team

  17. National News • Chris Bull has been appointed to lead the national Learning Disabilities Improvement Programme • Chris was Chief Executive of both Herefordshire Council and Herefordshire PCT • He will make sure that we are doing what the final Winterbourne Report says that we should do
