UNEP’s Overall GEF Portfolio BIODIVERSITY • Regional Project for Implementing National Biosafety Frameworks in the Caribbean Sub-region $3.344M/$3.768M • Mitigating the Threats of Invasive Alien Species in the Insular Caribbean $2.8M/$3.084M • Building a Sustainable National Marine Protected Area Network (Bahamas and Regional) • Implementation of National Biosafety Frameworks in the Caribbean II (Regional)
UNEP’s Overall GEF Portfolio CLIMATE CHANGE • Solar Wind Energy Resources Assessment (Global: $6.812M/$2.508M • Generation &Delivery of RE Based Modern Energy Services; Isla Juventud (Cuba) $5.662M/10.504M • Lighting Market Transformation in the Caribbean Countries (National/Regional) • Energy Efficiency in Buildings (National/Regional) • Wind Energy Market Development (National/Regional)
UNEP’s Overall GEF Portfolio INTERNATIONAL WATERS • Integrating Watershed and Coastal Area Management (IWCAM) in the Small Island Developing States of the Caribbean (with UNDP $13.991M/$98.269M) • IW-LEARN – Caribbean inter-focal activity (Regional, $100,000) • - Caribbean Fund for Wastewater Management (Regional) with IDB • Artibonito Aquifer (Dominican Republic, Haiti)
UNEP’s Overall GEF Portfolio Persistent Organic Pollutants • Supporting the Implementation of the Global Monitoring Plan of POPs in Latin America and Caribbean States • Priority Actions for NIP Implementation in the Caribbean
Examples of results to date • UNEP has assisted more than 130 countries to develop national biosafety frameworks and to build national BCH capacity. • SWERA has mapped 13 countries including Belize and Cuba. Ocean surface wind data available at www.swera.unep.net • Cuba has developed 1.5 MW of retractable (hurricane proof) turbines in a small island minigrid.
Examples of results to date • The IW:LEARN Caribbean component is developing a specific activity on multi-project learning in the Caribbean -- a region with an impressive concentration of GEF efforts in all focal areas • UNEP has provided support to 8 of the 16 eligible Caribbean OFPs under the Country Support Programme
Examples of challenges to date • Economic and commercial integration in the region (CARICOM) is not mirrored by a common approach (Cartagena?, GEF?) to similar environmental threats/opportunities • Vulnerability and interconnectivity of small island ecosystems makes project design more complex as interventions must be multi-focal to be more effective
Examples of challenges to date • Fine tuning a good national/regional implementation model for shared development • Experimenting with learning and sharing on a regional basis • Working as a GEF family to strengthen knowledge management efforts
Some lessons learned • Build on existing regional forums and entities • Outline detailed implementation arrangements / expectations in advance of project launch (inception workshops critical) • Expect that performance in regional projects will be uneven -- providing allowances and solutions for these
