81st Legislative SessionBackground • We anticipate a tough legislative session especially with the current economic financial situation. • The 2009 regular session is scheduled to begin January 13th, the 81st Legislature will consider Budget for fiscal 2010-2011, the two-year (biennium) from September 1, 2009, through August 31, 2011. • Legislature determines the agency’s biennial funding.
81st Legislative SessionFiscal Note Topics • Budget Office began receiving fiscal notes from UT System at the end of November. Thus far, 46 fiscal notes received….many more to come • Topics include: • Limitations on fees and designated tuition; total amount charged; stabilizing the amount of tuition charged; fixed tuition rate to certain undergraduate students • Tuitions and Fee rate increases approvals • Tuition set-asides • Tuition & fee waivers and exemptions • Tuition & fees charged to employees and spouse, child, or dependents • Formula Funding (i.e. certain credit hours that do not count toward a degree) • Award of Course Credit (i.e. military service) • Residency (i.e. military/dependents) • Reporting Requirements • On line services
81st Legislative Session Dates of Interest • January 13th 200981st Legislative Session convenes at Noon • March 13th 2009Deadline for filing bills and joint resolutions other than local bills; emergency appropriations; and, bills declared an emergency by the governor • June 1st 2009Last day of 81st Regular Session; corrections only in house and senate • June 21st 2009Last day governor can sign or veto bills passed during the regular legislative session • August 31st 2009(91st day following final adjournment)Date that bills without specific effective dates (that could not be effective immediately) become law
