A long range, statewide plan to achieve California’s vision for freight in 2040 • Governs the short and long term planning activities and investments of the state with respect to freight movement • Provides information on the context of freight issues in California, the freight system’s assets, and the implementation plan to achieve California’s vision for freight
The Vision As the national gateway for international trade and domestic commerce, California enhances economic competitiveness by collaboratively developing and operating an integrated, multimodal freight transportation system that provides safe, sustainable freight mobility. This system facilitates the reliable and efficient movement of freight while ensuring a prosperous economy, social equity, and human and environmental health.
Local, state, and regional transportation plans work together to inform the public, guide planning activities, and identify improvements to be made to the transportation system.
The projects that are identified during the planning process are included on their respective project lists. Different project lists are eligible for different types of funding. A project can be included on one or all of the lists depending on eligibility and that agency’s priorities. Once on a local, regional, or state project list, that project is eligible for funding and construction.
Public input is gathered and considered during all stages of the planning process.
The California Freight Mobility Plan is only one of the statewide transportation plans that guide planning activities and indentifies improvements. There are several statewide transportation plans, each of which plan for a different sector of the transportation system.
Projects in the California Freight Mobility Plan must also be in a Regional Transportation Plan in order to be included on a regional or state project list.
How was the developed?
Several elements have guided the development of the California Freight Mobility Plan Public Review Draft, including: • Policy • Public & Stakeholder Collaboration • Statewide, regional, and air quality plans, programs, and policies
Policy Federal and State policy require the development of the California Freight Mobility Plan and provide guidance on how it should be developed and what should be included Federal Policy: Moving Ahead for Progress in the 21st Century (MAP-21) State Policy: Assembly Bill 14 (Lowenthal, 2013)
Public & Stakeholder Collaboration Various audiences were consulted and collaborated with during the development of the public review draft: • Environmental justice, community organizations, and freight stakeholder focus groups • Tribal listening sessions and meetings • California Freight Advisory Committee meetings

Statewide, Regional and Air Quality Plans, Programs, and Policies Several documents and initiatives were consulted during the development of the public review draft, including: • California Transportation Plan • California State Rail Plan • Proposition 1B and Trade Corridor Improvement Fund • Assembly Bill 32, Global Warming Solutions Act of 2006 • Senate Bill 375, Sustainable Communities and Climate Protection Act of 2008 • California Air Resources Board’s Vision for Clean Air • Various California Regional Transportation Plans and regional freight plans
