Across Latitudes and CulturesBus Rapid Transit Centre of Excellence General Assembly Durban, South Africa; September 16, 2011
Agenda • Review of our current level of progress • Advisors perspective of our work • Discussion of key projects (e.g. Observatory, Educational Gaps Survey) • Good BRT? • Leveraging extra funds? • Increasing our interaction? • Having impact in cities? • Converging among projects? • Future Road Map
Across Latitudes and CulturesBus Rapid Transit Centre of Excellence Our first years & looking forward
Major Outcomes gather, interpret and present BRT data. develop in-depth understanding of the factors and relations underlying system performance, developing or improving analytical methods and their supporting instruments. deploy the knowledge gained supporting teaching, education and training for regular and long-life learning. • Support one or more cities willing to start a transformation of their public transport system. A BRTObservatory: A BRTLaboratory: A BRT Educational program: Support Implementation:
Our Objectives • Give clear guidelines to decision makers on when and how BRT projects can effectively enhance mobility and meet accessibility needs. • Support the successful deployment of BRT, through the identification and effective communication of the conditions necessary for success at the strategic, tactical and operational decision levels.
2010 for the ALC-BRT CoE • Observatory • Corridor based • Long list of indicators • Shallow • Medium • Deep • Pilot plan in 4 cities • How to make data comparable • Data collection difficulties
2010 for the ALC-BRT CoE • LS1: Development of a Framework to Measure and Model the Performance of BRT Systems • Progress made in developing a framework of factors affecting performance • Expecting database from Observatory to develop econometric models
2010 for the ALC-BRT CoE • LS2: Exploring the Complexity of Policy Design • Understand decision processes and develop formal structure for retrospective analysis • Surveys and case studies will be developed, aiming at qualitative and quantitative findings • Design a system dynamic simulation tool • Develop guidelines on policy packaging for BRT
2010 for the ALC-BRT CoE • LS3: From vision to promise to delivery • Understand how different actors influence projects mutating from plan to implementation • MIT is focusing on operators • PUC is focusing on citizen groups • Field work in different cities is being prepared
2010 for the ALC-BRT CoE • E1: Assessment of Needs in Training and Educational Gaps • Two surveys have been developed • Focusing in Stakeholders • Focusing in Universities
Year 2 O6) Start two or three case studies. LT1) Development, calibration and validation of bus-following models LT2) Typology and analysis of business plans, contracts and incentives for BRT and urban mobility systems. LT3) Determine key elements of higher stakeholder perception LT4) Develop guidelines for planning, design and financing of integrated BRT-based public transport systems. LT5) Modelling reliability, cost, travel times, safety, comfort and other relevant variables LT6) BRT elements for high quality and high productivity bus services LO1) Explore innovative ways to manage and control BRT services.
Years 3-4 LT6) Designing BRT stations and surrounding areas according to operational, safety and urban criteria LT7) Planning and design of BRT systems for different levels of demand and spatial structure LT8) Designing Express services for BRT LT9) Urban design and BRT design to catalyze TOD LO2) Determining critical operational issues that a specific project should address LO3) Test performance of BRT design under different scenarios by simulation LO4) Explore new technologies in BRT E3) Enhancement of education and training programmes E4) Development of interactive training tools
