Policy Department of Defense (DoD) Directive 5000.52, Defense Acquisition, Technology, and Logistics (AT&L) Workforce Education, Training, and Career Development Program • Outlines responsibilities for an education, training, and career development program for DoD AT&L Workforce. • Primary objective is to create a professional, agile, and motivated workforce that supplies timely, affordable capabilities to the warfighter.
QA Core Training Requirements Lesson Topics: QA Core Training Requirements QAS Competency Assessments TMS Key Areas Acceptance Requirements
Topic 1: QA Core Training Requirements QA training requirements include: • Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification • DCMA Skill Sets • Core/Core Plus courses • On-the-Job Training (OJT) • Continuous Learning (CL) • Electronic Individual Development Plan (eIDP)
DAWIA Requirements • DAWIALevel II certification via Defense Acquisition University (DAU) training is a condition of employment • Current DAU courses for DAWIA certification: • Production, Quality, and Manufacturing (PQM) career field for QA personnel • Engineering (formerly Systems, Planning, Research, Development, and Engineering) career field for Quality Assurance Engineer (QAE) personnel
DCMA Requirements Skill Sets • QA System Skills • Overarching skill set • Required for all QA personnel • Not prerequisite for Technical Skill Set • Technical Skills • Not required for all QA personnel • Based on job assignment
Skill Set Matrix • QA Systems • Aircraft Structures and Systems • Aircraft Powerplants • Ammunition • Chemicals • Clothing and Textiles • Electronics/Electrical • International • Materials* • Mechanical • National Aeronautics and Space Administration (NASA)** • Navy Special Emphasis Programs (NSEP) • Vehicles • Non-Destructive Testing (Non-NSEP)** • Packaging • Service Contract * Skill set certification not required as all courses are Core Plus ** Workforce Development does not issue certificates
Core and Core Plus Core • Personnel must be proficient in all Core competencies for QA Systems and applicable Technical Skill Sets Core Plus • Personnel must be proficient in Core Plus competencies in applicable Skill Sets, if required by job assignment FLS DeterminesCore Plus Applicability
Course Catalogs – QA Systems EXAMPLE
Course Catalogs – Technical EXAMPLE
On-the-Job Training (OJT) • OJT provider must possess competency • If determined a competency can be satisfied through OJT: • Establish a program • Complete the OJT program • Document the OJT competency
OJT True Experience OJT Parachute Inspection Training Denise Schumacher, HQ Staff QA Specialist, DCMA QAC
OJT Documentation OJT documentation must include: • Employee name • Person conducting OJT • Specific competency(s) identified • Start/Completion dates • Employee initials completed competency(s) • Person validating OJT signs off on completed competency(s)
New Skills Identified • Employee/FLS identify need for new skills training • What competencies (knowledge, skills, and abilities) are needed? • Is there a source for the needed training?
New Skills Training Requirements FLS FLS contacts • Region Point of Contact (POC) • DCMA HQ TechnicalDirectorate, Manufacturing & Quality Division who: • Develop competencies and learning map • Provide competencies and learning map, and recommended training source to Workforce Development (WD) Region POC DCMA-Q Training Coordinator
Continuous Learning (CL) – Agency • Continuous Learning Point (CLP) requirement: 80 CLPs every 2 years, goal of 40 CLPs per Fiscal Year (FY) • Agency compliance data reported annually to AT&L • CL website accessed through DAU virtual campus, http://clc.dau.mil/
CL – Professional Certifications from American Society for Quality (ASQ) • Certification training points count toward CLPs • Started in FY11 with QA field nominees for Certified Quality Technician (CQT) program • Must pass certification exam and receive professional credentials • DCMA supports certifications which are a mark of professionalism throughout industry
Electronic Individual Development Plan (eIDP) • eIDP used to request, document, and track formal training • Must justify and properly prioritize courses (QA Development, para. 3.4-3.5) • FLS final approval authority on requested courses • eIDP data used to: • Forecast and develop training requirements • Plan the annual training budget • Develop training schedules OJT Event Local Training
Local Training • May satisfy competency requirements • Managed at the Contract Management Office (CMO) level • Part of CMO budget • Be aware of local training • Must be documented
Bottom Line on Training • Ensure training is comprehensive and ample to accomplish QA activities specific to job assignment • If not completely confident in a skill set, consult with the FLS to determine method(s) to increase competency, training, and experience • Approach FLS, or higher authority, for training necessary to perform current QA activities
QAS COMPETENCY ASSESSMENTS Lesson Topics: QA Core Training Requirements QAS Competency Assessments TMS Key Areas Acceptance Requirements
Topic 2: QAS Competency Assessments • Competency assessment purpose and process • QAS support to FLS Qar, Joe Supervisor, Fred L. Supervisor, Fred L.
Competency Assessment • Assesses current/satisfied competencies held by QAS due to: • Prior job/experience • OJT • Not applicable for NASA, NDT, or NSEP competencies • Formal course completion • Assesses unsatisfied competencies applicable to current job assignment • Performed initially, then annually at a minimum or upon transfer to a new FLS/job assignment • Assessment results identify training needs
Competency Assessment Process • FLS and QAS meet to determine fulfilled and unfulfilled competencies • All Core courses required • Determine applicable Core Plus courses • Determine how competency gaps will be satisfied • Document QAS training requirements
QAS Support to FLS • Provide FLS documentation to prove skills and knowledge for competencies • Review TMS to check accomplished skills and knowledge for competencies
Competency Assessment Documentation Develop/Adjust eIDP to reflect training requirements Talent Management System (TMS) • Documents Training, Competence Measurement, and Certification • Provides visibility, rollup capability, and reports • Allows competency assessments to transfer with employee
TMS KEY AREAS Lesson Topics: QA Core Training Requirements QAS Competency Assessments TMS Key Areas Acceptance Requirements

ACCEPTANCE REQUIREMENTS Lesson Topics: QA Core Training Requirements QAS Competency Assessments TMS Key Areas Acceptance Requirements
Topic 4: Acceptance Requirements Acceptance requirements • Certification process • Product/services acceptance • QA stamps
Certification Process • FLS is the authority for certification determination • FLS issues NASA certification card • FLS requests certifications through CMO Training Coordinator to Human Capital – WD Division via Workforce.Development@dcma.mil • “No questions asked” policy • Flexible and streamlined
Products/Services Acceptance • Required certifications • Working toward DAWIA Level I • QA Systems and applicable Technical Skill Sets, in Core and applicable Core Plus competencies • Complete FLS review on DCMA Product Acceptance and Release instruction • NASA and NDT, as applicable • QAS must be working in Technical Skill Set • Certified personnel can accept products/services after required surveillance performance by a qualified individual
QA Stamp Issuance • Surveillance approval stamps [partial (circle) or complete (square)] issued to qualified personnel • FLS assigns surveillance stamps; stamps issued by stamp custodian Partial surveillance accomplished Complete surveillance accomplished Stamps approve applicable product surveillance activities, NOT the product.
Summary Having completed this lesson, you should now be aware of: • QAS training requirements • DAWIA • Core and applicable Core Plus competencies • Further training, i.e., OJT and CL • Competency assessment identifies individual competencies and necessary training • TMS documents competency assessment summary and tracks QAS training progress
